February 21, 2011 (Regular Meeting) Page 308 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, February 21, 2011, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Cub Scout Pack 38 from Poplar Tent Presbyterian Church in Concord <br />conducted the Flag Ceremony. Scouts participating were: Daniel Ussery, <br />Andrew Durrette, Nicholas Ellison, Matthew Blanding, William Naghshineh, Zack <br />Miller, Chance Rennells, Chase Carter, Jimie Maley, Alex Stansbery and <br />Grayson Adams. <br />Reverend Dale Bost from Friendship United Methodist Church in Concord <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the minutes of January 3, 2011 <br />(Work Session) and January 18, 2011 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Agenda as presented. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Soil and Water - Recognition of Former Cabarrus Soil and Water <br />District Chairman Bob Ritchie as Recipient of 2010 Supervisor of the Year <br />Award <br />Craig Frazier, President of the North Carolina Association of Soil and <br />Water Conservation Districts (NCASWCD), recognized Bob Ritchie, former <br />Cabarrus Soil and Water District Chairman, as the 2010 Supervisor of the <br />Year. He presented a plaque to Mr. Ritchie and stated this is the second <br />consecutive year that .a member of the Cabarrus Soil and Water Conservation <br />District board of supervisors has received this statewide award. He also <br />expressed appreciation to the County for the support it extends for Soil and <br />Water Conservation. <br />Mr. Ritchie accepted the award, expressed appreciation and recognized <br />Cabarrus Soil and Water District members Tommy and Vickie Porter, also in <br />attendance. <br />Commissioner Carruth announced he and Mike Downs, Deputy County <br />Manager, recently attended a 2 -day orientation course on Soil and Water <br />Conservation. <br />(D) INFORMAL PUBLIC COML=NTS <br />Chairman White opened the meeting for Informal Public Comments at 6:41 <br />p.m. He stated each speaker would be limited to three minutes. <br />Dr. David L. Olah, President of Barber Scotia College in Concord, <br />commented on the reorganization of Barber Scotia College and current efforts <br />to gain accreditation. He invited the Board to visit the campus and to speak <br />to him or any member of the board of trustees. <br />Alex Porter, resident of 193 Union Street South in Concord and Barber <br />Scotia College Board member, stated the college would be an asset to any <br />community. He encouraged Board members to keep the College in their minds, <br />to brainstorm ideas and to send citizens willing to help the school with its <br />accreditation and funding issues, their way. He also invited the Board to <br />tour the facility. <br />
