May 26, 2010 (Recessed Meeting) Page 1947 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Wednesday, May 26, 2010, at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth Poole <br />Commissioners: Robert W. Carruth <br />Grace Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Mike Downs, Deputy <br />County Manager; Pam Dubois, Deputy County Manager, Kalesha Kennedy, Budget <br />and Performance Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman White called the meeting to order at 3:30 p.m. Commissioner <br />Carruth arrived at 3:36 p.m. <br />Call to Order <br />Chairman White called the recessed meeting to order at 3:34 p.m. <br />Rowan - Cabarrus Community College <br />Dr. Carol Spalding, president of Rowan - Cabarrus Community College <br />(RCCC), and several staff members were present to review the college's FY <br />2011 budget request totaling $2,013,280. Dr. Spalding addressed the <br />following topics: their ongoing operational budget, restoration of the FY <br />08 -09 reversion, space needs for the Early College High School program, <br />requested $150,000 for a roof replacement for South Campus Building 1000, <br />graduation statistics, distance learning, and provided comparisons of county <br />funding per community college full -time student. She and RCCC staff members <br />also responded to a variety of questions from the Board. <br />Kannapolis City Schools <br />Dr. Jo Anne Byerly, Kannapolis City Schools (KCS) Superintendent, <br />Danita Rickard, Board of Education Chair and Will Crabtree, Director of <br />Finance, were present to address the KCS FY 2011 budget requests totaling <br />$10,267,840.70. Capital outlay requests totaled $701,700.00, including <br />$35,000 for a new electrical service at Forest Park.
