July 19, 2010 (Regular Meeting) <br />The Board of Commissioners <br />session in the Commissioners' <br />Governmental Center in Concord, <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Pa ge 51 <br />for the County of Cabarrus met in regular <br />Meeting Room at the Cabarrus County <br />North Carolina on Monday, July 19, 2010, at <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; and Angela Poplin, <br />Administrative Assistant. The Clerk was on vacation. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Boy Scout Troop 3 from First Presbyterian Church of Concord conducted <br />the Flag Ceremony. Scouts participating in the ceremony were: Thomas <br />Bennett, Alex Jones, Tyler Watson, Jake Crowder, Brennen Nestvogel, Matthew <br />AbbA and Casey Abba. <br />Pastor Dr. Jonathan Casteel from Lane Street Baptist Church in <br />Kannapolis delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the minutes of May 27, 2010 <br />(Recessed Meeting), June 7, 2010 (Work Session) and June 21, 2010 (Regular <br />Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda as presented. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Presentation of the Certificate and Award of Financial Reportina <br />Achievement to Susan B. Fearrington, Assistant Finance Director <br />On behalf of the Board, Vice Chairman Poole presented the Award of <br />Financial Reporting Achievement to Susan Fearrington, Assistant Finance <br />Director and stated this is the 25 consecutive year Cabarrus County has <br />received this award. <br />Susan Fearrington accepted the award on behalf of the Finance <br />Department and stated this achievement requires a collaborative effort of the <br />entire Department. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:34 <br />p.m. He stated each speaker would be limited to three minutes. <br />Sharon Blythe, resident of 2323 Ellerbe Drive in Kannapolis, spoke in <br />support of the Justice for Bella initiative to reform the Cabarrus County <br />Animal Control Department. She also addressed the following related issues: <br />the release of the entire video of Deputy Austin's comments to Fox News; <br />Deputy Austin's decision to shoot Bella was partially based on breed; her <br />experience with pit bulls and pit bull mixed breeds as a professional dog <br />trainer; staffing of the Animal Control department; the use of tranquilizer <br />guns as opposed to firearms; the availability of tranquilizer gun training; <br />the use of net guns; microchip scanning; and the destruction of Bella's <br />remains. <br />Jeff Daniels, resident of 2875 Eagle View Place in Concord, read the <br />following statement: <br />Several weeks ago we all witnessed a press conference that <br />created more questions than it did to provide answers. To this <br />day, rather than provide those answers or follow through with <br />promises that were made, we have all heard excuses. First it was <br />a phantom law suit, then it was the video. Recently, we have <br />also heard that Animal Control is not the problem, it is the <br />
