April 15, 2009 (Recessed Meeting) Page 1310 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Wednesday, April 15, 2009 at 10:00 a.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Grace Mynatt <br />Commissioners: Elizabeth Poole <br />Coy C. Privette <br />Absent - Commissioner: Robert W. Carruth <br />Also present were John Day, County Manager; Mike Downs, Deputy County <br />Manager; Jonathan Marshall, Commerce Director; Kay Honeycutt, Clerk to the <br />Board; and Lyndsay Hayes, Deputy Clerk to the Board. <br />The Board welcomed special guest Congressman Larry Kissell. Also <br />present was Thomas Thacker, the Congressman's Communications Director. <br />Note: Commissioner Carruth was out of town on business. <br />Call to Order <br />Chairman White called the meeting to order at 10:17 a.m. <br />Presentation - Cabarrus County <br />County Manager John Day and Chairman White presented a PowerPoint <br />presentation entitled, "Cabarrus County". The purpose of the presentation <br />was to provide Congressman Kissell with an overview of the County's vision, <br />strengths and challenges. Topics addressed included the following: Board of <br />Commissioners' membership; key personnel; strategic focus; sustainable <br />community initiative; conservative financial and budgetary policies; economic <br />diversity; entertainment and hospitality; building permit activity; retail <br />sales; sales tax revenues; unemployment figures; federal issues; etc. <br />Following the presentation, Congressman Kissell commended Cabarrus <br />County and staff for tremendous work with regards to education, growth and <br />development, and sustainability measures. <br />Adjournment <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Privette <br />and unanimously carried, the meeting adjourned at 11:20 a.m. <br />Cler] t the ar <br />
