March 10, 2008 (Recessed Meeting) Page 736 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Monday, March 10, 2008, at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Joni D. Juba <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were <br />Attorney; Mike Downs, <br />Manager; Kay Honeycutt, <br />the Board. <br />Call to Order <br />John Day, County Manager; Richard M. Koch, County <br />Deputy County Manager; Pam Dubois, Deputy County <br />Clerk to the Board and Lori Hinson, Deputy Clerk to <br />Chairman White called the meeting to order at 3:37 p.m. <br />- Land Use <br />of <br />Susie Morris, Planning and Zoning Manger, introduced Scott Laqueux, <br />with LandDesign, who presented a general overview of the proposed process <br />that will be used to prepare the Land Use Plan for an Area of Central <br />Cabarrus County. Items addressed included the following: proposed process; <br />building the framework; considering the choices; and developing the plan. He <br />anticipated the process to last approximately 10 weeks. <br />Mr. Laqueux and County staff responded to a variety of questions. <br />Issues addressed included the following: the length of the process; the <br />role of the Advisory Committee, its working number and how members will be <br />selected; establishment of general meeting dates; adoption and translation of <br />the plan; how binding the plan is once adopted; how the plan affects the <br />moratorium area; the public notification process; where to send committee <br />recommendations; Concord's input on the selection of committee members; etc. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried, the Board accepted the proposal for the Land Use Plan <br />for an area of Central Cabarrus County as presented by LandDesign, including <br />the fee of $102,000.00, direct project expenses at 1.1 times the cost and up <br />to 7 percent of the labor cost. <br />Adjourn <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board adjourned the recessed meeting at 9:02 <br />p.m. <br />Clerk t t Boad <br />
