January 20, 2007 (Recessed Meeting - Retreat) Page 225 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Helms Dining Hall at Camp T. N. Spencer Park, 3155 Rimer Road, <br />Concord, North Carolina, on Saturday, January 20, 2007, at 9:00 a.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace M. Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Also present were John D. Day, County Manager; Mike Downs, Deputy <br />County Manager; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to <br />the Board; and Aimee Hawkins, Communications and Outreach Manager. <br />Phil Boyle with Leading and Governing Associates facilitated the <br />meeting. <br />Reporters Victoria Cherrie of THE CHARLOTTE OBSERVER (Cabarrus <br />Neighbors) and Eric Defines of THE INDEPENDENT TRIBUNE also attended the <br />meeting. <br />a.m. <br />After breakfast, Chairman Carruth called the meeting to order at 9:20 <br />Goals and Guiding Princi les <br />Phil Boyle with Leading and Governing Associates lead the Board through <br />a series of questions to help identify and formulate goals and guiding <br />principles. The questions and responses from the Board were as follows: <br />1. What key themes have emerged from your discussion about what you <br />value about Cabarrus, what issues and challenges do you face, and how county <br />government should respond to these issues and challenges? <br />Board responses were as follows: collaboration; connection; diversity; <br />education; engagement; environment/atmosphere; growth; healthy economy; <br />inclusion; leadership; opportunity; planning; and preservation. <br />2. What goals should county government establish based on these <br />themes to achieve its mission and vision? <br />Board responses were as follows: prosperity - education, creating a <br />healthy economy, ensuring opportunity and guiding balanced growth and <br />development; working together - inclusion, diversity, collaboration, creating <br />connection, engagement and being responsive; stewardship - protecting our <br />environment, planning, preservation, managing resources wisely and protecting <br />our assets. <br />Commissioner Privette left the meeting at 11:90 a.m. to attend a speaking <br />engagement. <br />Recess of Meeting <br />At 11:45 a.m., the Board took a lunch break. The meeting reconvened at <br />12:45 p.m. <br />Goals and Guiding Principles - Continued <br />3. What operating principles should guide the board in carrying out <br />its mission and achieving its goals and vision? <br />Board responses were as follows: be prepared; be informed, make <br />informed decisions; ask questions; share information and resources; create a <br />constructive discussion and decision making process; ~;k.e our time or a <br />timeout when needed; focus on policies and problems, not on people; do a <br />better job of managing our conversations, make sure everyone has an <br />opportunity to be heard without dominating the discussion; actively and <br />purposefully invite participation and contributions; and do not assume <br />silence means agreement or that a member has nothing to contribute. <br />Next Steps <br />Mr. Boyle reviewed the following next steps in the process: (1) <br />solicit staff feedback on the draft county vision, mission goals, and core <br />
