January 22, 2007 (Regular Meeting) Page 227 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, January 22, 2007 at <br />6:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace M. Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Kay Honeycutt, Clerk to the Board. <br />Chairman Carruth called the meeting to order at 6:30 p.m. <br />Boy Scout Troup 52 of St. Stephens Lutheran Church conducted the Flag <br />Ceremony. Scouts participating in the ceremony were: Gregory Lis k, David <br />Isenhour, Austin Miller, Nick Boots, Matthew Freeze, and Zachary Gantt. <br />Chaplain Bernie Loos, of the Cabarrus County Sheriff`s Office, gave the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of September 11, 2006 <br />(Work Session), September 25, 2006 (Regular Meeting), September 26, 2006 <br />(Recessed Meeting) and October 9, 2006 (Work Session) as written. <br />(B) APPROVAL OF THE AGENDA <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to approve the Agenda with the <br />following additions: Old Business Item E-3 - Resolution Approving <br />Installment Financing for Law Enforcement Facilities Project in an Aggregate <br />Principal Amount up to $35,000,000.00; Appointments to Boards and Committees <br />Item I-5 - Miscellaneous Appointments to Boards and Committees; Closed <br />Session Item L-1 - To Consult with the Attorney to Preserve the Attorney- <br />Client Privilege and Discuss Threatened or Pending Litigation and to Consider <br />a Personnel Matter(s)as Authorized by NCGS 193.318.11(a)(3)(6) and Closed <br />Session Item L-2 - To Discuss Matters Relating to the Location or Expansion <br />of Industries as Authorized by NCGS 193.318.11(a)(9). <br />(C) RECOGNITIONS AND PRESENTATIONS <br />- IAFE (International Association of Fairs 6 <br />Debbie Bost, Cooperative Extension Director, and Mary Ann Cooper, Fair <br />Manager, presented awards received at the 2006 Annual Convention of the North <br />& South Carolina Association of Agricultural Fairs and at the 116x" Annual <br />International Association of Fairs and Expositions Convention. <br />Ms. Cooper reported the 2006 Cabarrus County Fair received awards from <br />the North Carolina Association for the Youth and Media divisions and also won <br />the following awards from the International Association: Best Exhibitor <br />Handbook and Outstanding Newsletter-Email/Web. <br />Ms. Bost reported the 2006 Cabarrus County Fair won the following <br />awards from the International Association of Fairs and Expositions: <br />Agricultural Awards Best of Division for the Agribusiness and Environmental <br />Science Field Days and the best Newly Established or Developed Program to <br />Promote Agriculture. <br />Chairman Carruth congratulated all the volunteers for their efforts in <br />making the Cabarrus County Fair one of the most successful fairs in the State <br />and region. <br />(C-2) Finance Department - Distinguished Budget Presentation Award <br />Pam Dubois, Deputy County Manager, recognized Ms. Loretta Lee, Budget <br />and Performance Manager, and reported the Finance Department received the <br />Distinguished Budget Presentation Award from the Government Finance Officers <br />
