July 2, 2007 (Work Session) <br />Page 483 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Cabarrus Room at the Cabarrus Arena and Events Center in <br />Concord, North Carolina on Monday, July 2, 2007, at 3:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace M. Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Also present were John Day, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to the <br />Board, and Lori Hinson, Deputy Clerk to the Board. <br />Call to Order <br />Chairman Carruth called the meeting to order at 3:38 p.m. <br />Invocation <br />Commissioner Privette gave the invocation. <br />- Additional Shex <br />Chief Deputy Paul Hunt with the Cabarrus County Sheriff's Department <br />reported the Town of Harrisburg wants to add a Sergeant's position to their <br />police force; there are currently nine officers in Harrisburg; the County is <br />reimbursed for seven of the positions; Harrisburg will reimburse the County <br />for the Sergeant's salary, equipment, etc.; and funding for this position was <br />approved in the Town's FY 07/08 budget. He further reported this position <br />will supervise the other officers in Harrisburg and serve as a liaison <br />between the Town and the County. <br />Chief Deputy Hunt responded to several questions from the Board and a <br />general discussion ensued. <br />Vice Chairman Juba made a MOTION to place the request for an additional <br />Sheriff's deputy for the Town of Harrisburg on the July 23, 2007 Agenda as a <br />Consent item. Commissioner White seconded the motion. <br />After the County Manager and Chief Deputy responded to questions on the <br />provision of police protection in surrounding municipalities, the MOTION <br />unanimously carried. <br />Edward Byrne Justice Assistance Grant (JAG) <br />Captain Phil Patterson with the Cabarrus County Sheriff's Department <br />presented information on an Edward Byrne Justice Assistance Grant (JAG) <br />application. He reported Concord and Kannapolis Police Departments along <br />with the Sheriff's Department are in the process of jointly filing a JAG <br />application to purchase a NarTest Drug Identification System costing <br />$38,796.00. He said the system uses fluorescent signatures to identify <br />controlled substances in minutes, whereas the SBI (State Bureau of <br />Investigation) takes several weeks to return test results. He further <br />reported holding a public hearing is a grant requirement. <br />Captain Patterson responded to questions from the Board concerning <br />response time, accuracy rate and sharing the equipment. <br />Commissioner Privette made a MOTION to place the Justice Assistance <br />Grant (JAG) on the July 23, 2007 Agenda as a New Business item and scheduled <br />a public hearing at 6:30 p.m. Commissioner Mynatt seconded the MOTION. <br />Captain Patterson responded to additional questions related to user <br />certification, will the results from the spectroanalysis hold up in court, <br />who is responsible for the maintenance of the machine after the first year, <br />etc. <br />The MOTION unanimously carried. <br />
