<br />January 23, 2006 - Regular Meeting <br /> <br />Page <br /> <br />465 <br /> <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, January 23, 2006, <br />at 6,30 p.m. <br /> <br />Present - Chairman, Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Robert M. Freeman <br />Coy C. Privette <br />Absent - Commissioner: Carolyn B. Carpenter <br /> <br />Also present were John D. Day, County Manager; Richard M. Koch, Acting <br />County Attorney; and Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Carruth called the meeting to order at 6:30 p.m. Commissioner <br />Carpenter was attending the National Association of Counties Criminal Justice <br />and Public Safety Steering committee meeting in Arizona. <br /> <br />Boy Scout Troop 91 of St. James Lutheran Church conducted the <br />Ceremony. Scouts participating in the ceremony were Michael Yenik, <br />Winchester, Christian Hopkins and David Small. <br /> <br />Flag <br />Alex <br /> <br />Dr. Barbara Thiede of the Havurat Olan Synagogue gave the invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br />UPON MOTION of Commissioner Privette, <br />and unanimously carried, the Board approved <br />17 and October 28, 2005 as written. <br /> <br />seconded by Commissioner Freeman <br />the minutes of October 3, October <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br />Chairman Carruth listed the following items to be added to the Agenda, <br />Report by County Manager on Recent Meeting with the Schools and a Closed <br />Session to Discuss a Personnel Matter. <br /> <br />Commissioner Privette requested to add the following item to the Agenda <br />as New Business: Limitation Concerning Business at Agenda Meetings. <br /> <br /> <br />There were no other changes to the Agenda and the Board unanimously <br />voted to approve the Agenda as amended. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-l) Recognition of Snyder Packaging on its 80~ Year in Business <br /> <br />Chairman Carruth read the following Proclamation recognizing Snyder <br />Packaging on its 80th year in business: <br /> <br />PROCLAMATION <br /> <br />WHEREAS, Snyder packaging, a successful family-owned company in <br />Cabarrus County, is celebrating its 80th year in business during 2006; and <br /> <br />WHEREAS, the company was started <br />printing operation that made stationery, <br />and <br /> <br />in 1925 by Raymond Snyder as a <br />catalogs and other business forms; <br /> <br />WHEREAS, the business grew and prospered throughout the years and in <br />the 1960's specialized equipment was installed to produce paperboard inserts, <br />containers and other types of packaging needed by other manufacturing <br />companies; and <br /> <br />WHEREAS, Snyder packaging today produces a wide range of <br />products used daily by persons throughout the United States, <br />containers and packaging for such items as cosmetics, cigars, <br />supplies and many more; and <br /> <br />paperboard <br />including <br />medical <br /> <br />WHEREAS, Raymond Snyder's son, David, now serves as President of Snyder <br />packaging, and with the support and assistance of his family and loyal <br />employees, continues the tradition of a strong and productive family <br />business; and <br /> <br />WHEREAS, Snyder Packaging is a vital part of this community and has <br />made a significant contribution to the quality of life and economic well- <br />being of Cabarrus County and its citizens during its many years of operation. <br />
