<br />February 6, 2006 - Work Session <br /> <br />Page <br /> <br />488 <br /> <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, February 6, 2006, at 3:30 p.m. <br /> <br />Present - Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Coy C. Privette <br /> <br />Absent - Vice Chairman: <br />Commissioners: <br /> <br />Joni D. Juba <br />Carolyn B. Carpenter <br /> <br />Also present were Mike Downs, Deputy County Manager; Pam Dubois, Deputy <br />County Manager; Richard Koch, Acting County Attorney; Frankie F. Bonds, Clerk <br />to the Board; and Kay Honeycutt, Deputy Clerk to the Board. <br /> <br />Chairman Carruth called the meeting to order at 3:35 p.m. He reported <br />that Vice Chairman Juha and John Day I County Manager, were attending an <br />Emerging Issues Forum in Raleigh and Commissioner Carpenter was expected to <br />arrive later in the meeting. <br /> <br />Commissioner Privette gave the invocation. <br /> <br />Cabarrus County Schools 15-Year Capital Plan <br /> <br />Chairman Carruth reported he had been asked to sign a certification <br />verifying the Facility Needs Survey for Cabarrus County Schools to be <br />submitted to the Department of Public Instruction, but was not comfortable <br />signing the form without the Board's consent. He asked Jim Arnendum, Assistant <br />superintendent with Cabarrus County Schools, to provide an update on the <br />Schools 15-Year Facilities Plan. <br /> <br />Mr. Amendum presented an overview of the 15-Year Facilities Plan <br />(revised July 2005) and the N. C. Public School Facility Survey. The <br />following items were included in the review: Project List including number of <br />seats created; Construction Timelinei Capacity VB. Enrollment; Cohort <br />Projection Formula; Projected Final Average Daily Membership; subdivision <br />Analysis; Students Generated from Subdivisions; and School Core Capacity. <br />The projected costs for the facilities listed on the Summary totaled $347 <br />million; however, Mr. Amendum stated this number was subject to change. He <br />also reviewed the critical land needs from 2008 through 2011 and stated the <br />need to begin looking for land for all projects. <br /> <br />Mr. Amendum responded <br />construction projects and the <br />elementary schools. <br /> <br />to questions about the status of ongoing <br />reduction in capacity from 1,000 to 700 for new <br /> <br />By consensus I the Board authorized Chairman Carruth to execute the <br />Facility Needs Survey Certification for Cabarrus County Schools. <br /> <br />Juvenile Crime Prevention Council (JCPC) Gang Grant Application <br /> <br />Jim Amendum, JCPC Board Member, presented a proposed JCPC Grant to <br />Prevent Gang Violence Application for submission to the Department of <br />Juvenile Justice and Delinquency Prevention. The grant request is for the <br />creation of a project Coordinator position to create a community coalition <br />that works to prevent, intervene and suppress gang affiliations and resultant <br />crime. He reported the $50,000.00 grant requires a cash match of $8,887.00 <br />by the County and a 25 percent in-kind match of $6,720.00. The deadline for <br />submission of the grant is February 17. <br /> <br />The Board agreed by consensus to consider the JCPC Gang Grant <br />Application request at its recessed meeting on February 9. <br /> <br />Request <br />Proposed <br /> <br />for Building Modifications <br />Furr/Boger Elementary Schools <br /> <br />(Enlargement <br /> <br />of <br /> <br />Gymnasium) <br /> <br />for <br /> <br />the <br /> <br />Steve Little, Parks and Recreation Director, presented a request to <br />enlarge the gymnasiums for the Carl Furr and Charles E. Boger Elementary <br />Schools to allow for safe and adequate play for youth basketball programs. <br />He reported the gymnasiums are inadequately sized and the proposed change <br />would increase the gym playing floor from 66 feet to 80-84 feet. (Note: The <br />National Standard is 84 feet.) He estimated the redesign and construction of <br />the gymnasium expansions to range in cost from $75,000.00 to $125,000.00 per <br />school. The actual cost will be determined after the bids are opened on <br />February 15. The Cabarrus County Parks and Recreation Commission approved <br />
