<br />March 13, 2006 - Agenda Work Session <br /> <br />Page <br /> <br />524 <br /> <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, March 13, 2006, at 3:30 p.m. <br /> <br />Present - <br /> <br />Chairman: Robert <br />Vice Chairman: <br />Commissioners: <br /> <br />W. Privette <br /> <br />Also present were John <br />County Attorney i Frankie F. <br />Deputy Clerk to the Board. <br /> <br />D. Day, <br />Bonds, <br /> <br />County Manageri Richard M. Koch, Acting <br />Clerk to the Board; and Kay Honeycutt, <br /> <br />Chairman Carruth called the meeting to order at 3:36 p.m. <br /> <br />Commissioner Freeman gave the invocation. <br /> <br />Public School Additional Capital and Operating Request <br /> <br />Gene Jordan, Finance Director for Cabarrus County Schools, presented a <br />request for an additional $677,000.00 in local funding to accommodate 524 <br />additional students at the per-pupil funding level of $1,292.01 for each <br />student. He reported the number of additional students was well over the <br />State's projection and was not factored into the School's original budget <br />request. Mr. Jordan presented the following summary of budget operational <br />needs: <br /> <br />Additional Allowance - Bus Fuel <br />Additional Allowance - Charter Schools <br />Additional Allowance - BUS Drivers & <br />Transportation Expense <br />Allowance - City of Concord Storm Water Fee <br />Funding - Two Additional Buses <br />Total Operational Needs <br /> <br />$349,000.00 <br />$ 92,000.00 <br />$115,000.00 <br /> <br />$ 45,000.00 <br />$120,000.00 <br />$721,000.00 <br /> <br />Mr. Jordan responded to a variety of questions concerning: the State's <br />past and future student population estimates; the number of times the State's <br />estimation has been off by such a large amounti lead time for purchasing new <br />school busesi doubling bus routesi increase in fuel pricesi etc. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to place the Public School <br />Additional Capital and Operating Fund request on the March 20, 2006 Agenda as <br />a New Business item. <br /> <br />John Day, County Manager, distributed a similar funding request by <br />Kannapolis City schools totaling $127,910.00 for 99 additional students. He <br />reported the Kannapolis School Board and staff members were on a retreat and <br />could not attend the Work Session. <br /> <br />General Obligation School Bond Projects <br /> <br />County School Board Chair Liz Poole presented the following request for <br />additional funds totaling $10,070,302.00 to complete school construction <br />projects included in the 2004 bond referendum. <br /> <br />School <br />Odell Elementary <br />Furr Elementary <br />Boger Elementary <br />Northwest Cabarrus High School <br />Hickory Ridge High School <br />Trane Prepay Discount <br />Total <br /> <br />variance <br />$ 871,839.00 <br />$ 2,616,114.00 <br />$ 2,597,143.00 <br />$ 305,000.00 <br />$ 3,812,206.00 <br />($132,000.00) <br />$10,070,302.00 <br /> <br />Ms. Poole reported the cost to enlarge the gymnasiums <br />and Boger Elementary Schools was estimated at $300,814.00. <br />previously approved these improvements as requested by the <br />Parks and Recreation Department. <br /> <br />at the new Furr <br />The Board had <br />Cabarrus County <br /> <br />Finally, Ms. Poole listed the following projects totaling $1,149,722.00 <br />that were not included in the original bond referendum: J. M. Robinson High <br />School $1,129,722.00 (tennis courts and field house); C. C. Griffin <br />$10,000.00 (finish concession building); and Harris Road Middle School <br />$10,000.00 (finish concession building). <br />
