<br />March 21, 2006 - Recessed Meeting <br /> <br />Page <br /> <br />547 <br /> <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in Cabarrus Room A at the Cabarrus Arena and Events Center at 4751 <br />Highway 49 N, Concord, on Tuesday, March 21, 2006, at 6:00 p.m. <br /> <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Carolyn B. Carpenter <br />Robert M. Freeman <br />Coy C. Privette <br /> <br />Also present were John D. Day, County Manager; Mike Downs, <br />County Manager; Pam Dubois, Deputy County Manager; Aimee Hawkins, <br />Information Officer; and Frankie F. Bonds, Clerk to the Board. <br /> <br />Deputy <br />Public <br /> <br />Following dinner, Chairman Carruth called the meeting to order at 6:40 <br /> <br />p.m. <br /> <br />The following persons were also present: <br /> <br />Cabarrus County Schools School Board Chair Liz Poole; Vice <br />Chair Grace Mynatt; Board Members Cindy Fertenbaugh, Holly <br />Blackwelder and Wayne Williams; Dr. Harold Winkler, <br />Superintendent; and Jeanette Trexler, Public Relations. <br /> <br />Kannapolis City Schools - School Board Chairman Lee Efird; Vice <br />Chair Danita Rickard; Board Members Millie Hall, Doris Buchanan <br />and Charles Mitchell; and Dr. Jo Anne Byerly, Superintendent. <br /> <br />Firemen's Relief Fund Trustees <br /> <br />Chairman Carruth reported the Board had failed to make the Firemen's <br />Relief Fund Trustees appointments that were listed on the Agenda for the <br />March 20, 2006 Board meeting. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board appointed the following <br />indi viduals as Firemen's Relief Fund Trustees for terms of two years ending <br />January 31, 2008, per the recommendation of their respective departments: Ed <br />Phillips (Allen); Tommy Lowder (Flowes Store); Aubrey "Short" Barbee <br />(Georgeville); Tom Libhardt (Harrisburg); Alan Hicks (Jackson Park); Earl <br />Wise (Mt. Mitchell); Del Eudy (Mount Pleasant Rural); Andre Bergeron (North <br />East); Keith Clark (Odell); and William Simmons (Rimer). Further, the Board <br />appointed Kevin Greene as Trustee for Flowes Volunteer Five Department to <br />fill the position previously held by Brian Schmitt. Mr. Greene will complete <br />an unexpired term ending January 31, 2007. <br /> <br />Retreat <br /> <br />Chairman Carruth <br />Associates. Mr. Boyle <br />boards. <br /> <br />introduced Phillip Boyle of Leading and Governing <br />served as facilitator for the retreat of the three <br /> <br />Mr. Boyle asked <br />school boards and the <br />following: <br /> <br />those present to identify mutual interests of the two <br />Board of Commissioners. Items identified included the <br /> <br />. <br /> <br />Adequate and longer-term school funding; <br />Focus budget discussions on needs and outcomes; <br />Issues relating to the siting of schools, including construction, <br />banking land, funding future investment; <br />Better educating boards about each other's roles and <br />responsibilities; <br />Creating and presenting a unified public message; <br />Building and financing schools; <br />Working together and with the public and other stakeholders. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Mr. <br />retreat: <br /> <br />Boyle listed the following questions to be addressed during the <br /> <br />. What are our respective roles and responsibilities? <br />. What areas of shared responsibility exist? <br />. Where, when and how do these areas overlap? <br />. How should we respond to areas of shared responsibility and <br />interdependency? <br />
