<br />March 22, 2006 - Recessed Meeting <br /> <br />Page <br /> <br />550 <br /> <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in Cabarrus Room A at the Cabarrus Arena and Events Center at 4751 <br />Highway 49 N, Concord, on Wednesday, March 22, 2006, at 6:00 p.m. <br /> <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Carolyn B. Carpenter <br />Robert M. Freeman <br />Coy C. Privette <br /> <br />Also present were John D. Day, County Manager i Mike Downs, <br />County Manager i Pam Dubois, Deputy County Manager i and Frankie F. <br />Clerk to the Board. <br /> <br />Deputy <br />Bonds, <br /> <br />Following dinner, Chairman Carruth called the meeting to order at 6:45 <br /> <br />p.m. <br /> <br />The following persons were also present: <br /> <br />Cabarrus County Schools Chair Liz <br />Mynatt; Board Members Holly Blackwelder <br />Dr. Harold Winkler, Superintendent. <br /> <br />Poolei vice Chair Grace <br />and Wayne Williams; and <br /> <br />Kannapolis City <br />Rickardi Board <br />Superintendent. <br /> <br />Schools <br />Member <br /> <br />- Chairman Lee Efirdi <br />Millie Hall; and Dr. <br /> <br />vice Chair Danita <br />Jo Anne Byerly, <br /> <br />Phillip <br />facilitator. <br /> <br />Boyle <br /> <br />of <br /> <br />Leading <br /> <br />and <br /> <br />Governing Associates <br /> <br />served <br /> <br />as <br /> <br />Mr. Boyle led the board members in a review of the issues discussed the <br />previous evening, including interdependency of the three boards along with <br />the challenges and obstacles for each. <br /> <br />Each board presented information regarding the following: (1) Principal <br />roles and responsibilitiesi (2) Legal and political obligations and <br />constraints; and (3) The "pushes" and "pulls" they felt as a board. During <br />the discussion, the members identified areas of individual board <br />responsibility, areas of shared responsibility and an area of interdependency <br />between all three boards. <br /> <br />Members from each board identified the following joint actions to <br />address joint concerns/interests: (1) Communicating with the public; (2) <br />Developing a joint budget and revenue process; (3) Developing a comprehensive <br />plan for school siting, construction, land acquisition (including land <br />banking), and fundingi (4) Connecting school construction and facilities with <br />parks and recreation programs and needs i (5) Addressing school- social issues i <br />and (6) Engaging municipalities. <br /> <br />After discussion, there was general consensus by those present to <br />establish a joint advisory group to address the issues of interdependency and <br />shared responsibility. It was agreed that the group would consist of the <br />Chair, Vice Chair and executives from the County, Cabarrus County Schools and <br />Kannapolis City Schools. The group will work to address joint issues, <br />develop and share information, propose joint processes, solutions and actions <br />and work to prevent conflict, misperceptions and avoidable crises. The <br />advisory group will bring back reports and recommendations to each of the <br />boards. <br /> <br />In conclusion, members from each of the boards shared their thoughts on <br />the success of the joint retreat, the contributions by retreat participants <br />and the importance of sending a unified message to the public. <br /> <br />Adjournment <br /> <br />There being no further business to come before the Board, Chairman <br />Carruth adjourned the meeting at 8:45 p.m. <br /> <br />j~9.~ <br /> <br />Clerk to the Board <br />
