<br />January 24, 2005 (Regular Meeting) <br /> <br />Page <br /> <br />57 <br /> <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina, on Monday, January 24, 2005, <br />at 4:00 p.m. The Board changed the time of the regular meeting at its meeting <br />on January 10, and proper notice was given. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />Vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day I County Manager i <br />Jr., County Attorney; Frankie F. Bonds, Clerk to <br />Honeycutt, Deputy Clerk to the Board. <br /> <br />Fletcher L. <br />the Board; <br /> <br />Hartsell, <br />and Kay <br /> <br />Chairman Carpenter called the meeting to order at 4:00 p.m. <br /> <br />Junior Girl Scout Troop 723 of Forest Hills United Methodist Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: <br />Katherine Barnett, Kira Garcia, Savannah Gillespie, Ashleigh Ivey, Karin <br />Lord, Taylor Lord, Chelsey Rochette, and Carlisle Sheridan. <br /> <br />Reverend Darrell D. Huneycutt of Oak Ridge Missionary Baptist Church <br />gave the invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the minutes of December 6, 2004 <br />(Organization Meeting), December 14, 2004 (Special Meeting) and December 20, <br />2004 (Special Meeting) as written. <br /> <br />(B) APPROVAL OF AGENDA <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Juba and <br />unanimously carried, the Board approved the Agenda with the following <br />changes: Recognitions and Presentations - Add Item C-2 (Presentation by <br />Robert MacLeod of the American Legion) and Item C-3 (Cabarrus Compact); Old <br />Business - Add Item E-3 (2005 Planning Process Update); Consent Agenda - <br />Remove Item F-1 (Consent Agreement with Beazer Homes Corporation for the <br />Mountain Laurel Subdivision) at the request of Beazer Homes; and New Business <br />- Add Item G-6 (Resolution Amending the Regular Meeting Schedule to Add Work <br />Sessions) . <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-l) Cabarrus County Fair Recognition <br /> <br />Debbie Bost (Cooperative Extension Director), Kenny Robinson (Interim <br />General Manager of the Arena and Events Center) and Mary Ann Cooper (Fair <br />Coordinator) presented the awards the 2004' Cabarrus County Fair recently <br />received from the North Carolina Association of County Fairs. The awards <br />included the prestigious Image Award for the fair considered the best in the <br />State along with the following awards in Division 3 (fairs with attendance of <br />more than 40,000): Most Improved Fair; Best Fair Catalog; Best Newspaper <br />Tabloid; and the 2004 Youth Award. <br /> <br />Ms. Bost and Ms. Cooper thanked everyone who was involved with the 2004 <br /> <br />Fair. <br /> <br />The Board expressed appreciation to staff and to the volunteers for <br />making the 2004 Fair such a success. <br /> <br />(C-2) <br /> <br />Robert MacLeod - American Legion Post 523, Harrisburg <br /> <br />Robert MacLeod, Vice Commander of the American Legion District, invited <br />Board Members to attend a presentation ceremony of the Permanent Charter for <br />the American Legion Post 523 in Harrisburg on February 5, 2005. <br /> <br />(C-3) <br /> <br />Cabarrus. Compact <br /> <br />During the Board retreat at Camp T. N. Spencer Park, the Board created <br />the Cabarrus Compact that outlines ways in which the Board can work together <br />more effectively.
