<br />February 21, 2005 (Regular Meeting) <br /> <br />Page <br /> <br />82 <br /> <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners I Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, February 21, 2005, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />Vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day I County Manager i <br />Jr., County Attorney; Frankie F. Bonds, Clerk to <br />Honeycutt, Deputy Clerk to the Board. <br /> <br />Fletcher L. <br />the Board; <br /> <br />Hartsell, <br />and Kay <br /> <br />Chairman Carpenter called the meeting to order at 6:30 p.m. <br /> <br />Boy Scout Troop 173 of Harrisburg presbyterian Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony were: Scott Phillips, <br />zach Southern, Matthew Lee, Kyle Miller, Billy Durrett and Elliott Cole. <br /> <br />Pastor Raymond Davis of the Solid Rock Worship Center gave the <br />invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br />UPON MOTrON of vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of December 20, 2004 <br />(Regular Meeting), December 28, 2004 (Recessed Meeting) and January 10, 2005 <br />(Recessed Meeting) as written. <br /> <br />(B) APPROVAL OF AGENDA <br /> <br />UPON MOTiON of Commissioner Freeman, seconded by Commissioner Juba and <br />unanimously carried, the Board approved the Agenda with the following <br />changes: Add Resolution for adoption to Consent Agenda Item F-16, Acceptance <br />of Proposal from RBC Centura Bank for Installment Financing of the Rowan- <br />Cabarrus Community College Projects; Add New Business Item G-7, Update on <br />Bond Rating; and add a Closed Session to consult with the Attorney to <br />preserve the attorney-client privilege and to discuss pending or threatened <br />litigation, to discuss matters relating to the location or expansion of <br />industries or other businesses in cabarrus County and to discuss a personnel <br />matter(s) as authorized by North Carolina General Statute (NCGS) 143- <br />318.11 (a) (3) (4) (6) . <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-1) <br />the 25 <br /> <br />Reco nition of the Mt. Pleasant Quiz Bowl Team for <br />Annual Cabarrus County Public Library Quiz Bowl <br /> <br /> <br />in <br /> <br />Mr. Torn Dillard, Library Director, recognized the Mt. Pleasant High <br />School Quiz Bowl Team for successfully defeating teams from eight local high <br />schools at the 25th Annual Cabarrus County Public Library Quiz Bowl on January <br />26. Members of the team included: Wesley Dry, Captain; Meredith King; Leah <br />Cook; Devon Silvia; and Lauren Grelecki, Coach. The team will participate in <br />the district level of competition in Iredell County. <br /> <br />On behalf of the Board, Vice Chairman Carruth presented a Certificate <br />of Achievement to the Mount Pleasant High School Quiz Bowl Team members in <br />recognition of their championship. <br /> <br />(D) INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Carpenter opened the meeting for Informal Public Comments at <br />6:40 p.m. She stated each speaker would be limited to three minutes. <br /> <br />Jerry williamson of Concord objected to the rehiring of Mr. Hartsell as <br />County Attorney due to the amount of his salary and the $130,000.00 <br />settlement issue. However, he supported the hiring of a private management <br />firm for the Cabarrus Arena and Events Center. <br /> <br />Betty Lipe of Odell School Road complained of disparities in the way a <br />developer can divide property into lots and the way an individual can give <br />their children a lot on which to build, specifically the development of a <br />customized subdivision versus a traditional subdivision.
