<br />March 21, 2005 (Recessed Work Session) <br /> <br />Page <br /> <br />107 <br /> <br />The Board of Commissioners for the County of Cabarrus met in a recessed <br />work session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, March 21, 2005, at 5:30 p.m. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />Vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day, County Manager; <br />Jr., County Attorney; Frankie F. Bonds, Clerk to <br />Honeycutt, Deputy Clerk to the Board. <br /> <br />Fletcher L. <br />the Board; <br /> <br />Hartsell, <br />and Kay <br /> <br />Chairman Carpenter called the meeting to order at 5:35 p.m. <br /> <br />Commissioner Privette gave the invocation. <br /> <br />Residential Density Issues <br /> <br />Rodger Lentz, Planning and Zoning Manager, presented various <br />residential density options for the unincorporated areas of the County. He <br />stated meetings were held with representatives from the municipalities to get <br />input regarding the density they would like to see in certain areas and to <br />identify the availability of existing or future infrastructure. Mr. Lentz <br />reviewed maps showing Current Land Use Plans and Zoning Districts along with <br />an alternative map that incorporated the recommendations made by the <br />municipalities. He also discussed the possibility of using performance based <br />standards in determining the density of a development. <br /> <br /> <br />There was a general discussion regarding the proposed density in the <br />unincorporated areas of the County. Issues addressed by the Board included <br />the following: (1) Division of property among family members; (2) Density <br />requests by the municipalities; and (3) The value assigned to property <br />designated as floodplain. <br /> <br />Mr'. Lentz reported the next step in the process would be to hold <br />workshops and receive public input on the proposed densities. <br /> <br />Chairman Carpenter suggested future annexation areas be identified for <br />informational purposes during the public comment period. <br /> <br />By consensus, the Board agreed for staff to use the maps as presented <br />for public c9mment. <br /> <br />Adjournment <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Juba and <br />unanimously carried, the meeting was adjourned at 6:15 p.m. <br /> <br />J~j.~ <br /> <br />Clerk to the Board <br />
