<br />June 6, 2005 (Work Session) <br /> <br />Page <br /> <br />209 <br /> <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 6, 2005, at 4:30 p.m. The <br />time of the meeting had been delayed from 3: 30 p. m. due to the desire of <br />Board members to attend a presentation ceremony at Oiles America Corporation. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />Vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day, County Manager; <br />Jr., County Attorney; Frankie F. Bonds, Clerk to <br />Honeycutt, Deputy Clerk to the Board. <br /> <br />Fletcher L. <br />the Board; <br /> <br />Hartsell, <br />and Kay <br /> <br />Chairman Carpenter called the meeting to order at 4:30 p.m. <br />Chairman Carruth was not present for the beginning of the meeting. <br /> <br />vice <br /> <br />Commissioner Privette gave the invocation. <br /> <br />Condemnation Process for the Acquisition of Land (Quay r. Stratton Property) <br />for the New High School (Hickory Ridge High School) and Related Budget <br />Amendment for the Additional $721,000 Funding Requirement <br /> <br />On April 28, 2005, the Cabarrus County Board of Education adopted a <br />resolution that authorized condemnation to acquire the following property for <br />the site of the new Hickory Ridge High School: <br /> <br />Parcell (104.839t acres) and Parcel 2 (0.140t acre) - Mr. and Mrs. <br />Lloyd Quay, Jr. - $3,159,605.45 <br />Parcel 3 (1.068t acres) and Parcel 4 (0.966t acre) - Mr. and Mrs. <br />George F. Stratton, Jr. - $61,218.32 <br /> <br />John Day, <br />appropriating an <br />high school. <br /> <br />County Manager, distributed a proposed budget amendment <br />additional $721,000.000 to purchase the land for the new <br /> <br />Liz Poole, Chair of the Cabarrus County Board of Education, reported <br />the proposed budget amendment of $721,000.00 was not the amount the School <br />Board had anticipated based on the cost of the land and the amount of land to <br />be acquired. <br /> <br />School Board Member Wayne Williams presented information about the <br />proposed school site and issues associated with the property acquisition. <br />Highlights of his presentation included the following: (1) Site consists of <br />107.013 acres valued at $30,000.00 per acre, including the property in the <br />floodplain; (2) The Schools need 67 acres for the school site and cannot just <br />condemn the "good" property; (3) Purchase of this property was pursued <br />because of the County's interest in the extra 40 acres for a greenway; (4) <br />County staff had advised that funding from impact fees and/or interest from <br />the bond money would be available to assist with the property purchase; (4) <br />The Schools have $2 million budgeted for the land purchase and had <br />anticipated an additional $1.2 million; and (5) Additional funding will be <br />needed for soil remediation and for road improvements at the intersection of <br />Stallings and Hickory Ridge Road. <br /> <br />Further, Mr. Williams reported there had been discussions with the <br />Town of Harrisburg about the possibility of the Town running a water line and <br />constructing a road in exchange for a water tank site on the property. <br />However, he stated Town officials had been less certain at the last meeting <br />about the Town's involvement in the project. Also, Mr. Williams confirmed <br />that the location is the logical place for the high school and cited the <br />urgency in moving forward with the project in order for the high school to <br />open in 2008. <br /> <br />Fletcher L. Hartsell, Jr., County Attorney, stated the Schools could <br />acquire just the "good" property but a survey would be needed to identify the <br />"good" acres. He said the "good" acres were valued at $37,000.00 to <br />$38,000.00 per acre with the remaining property valued at approximately one- <br />half that amount. However, he stated the property was "blended" together for <br />an average price of $30,000.00 per acre or a total of $3.2 million for the <br />107 acres. <br />
