<br />June 20, 2005 - Regular Meeting <br /> <br />Page <br /> <br />238 <br /> <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, June 20, 2005, at <br />6:30 p.m. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />Vice Chairman: Robert W. Carruth <br />Commissioners: RobertM. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day, County Manager; <br />Jr., County Attorney; Frankie F. Bonds, Clerk to <br />Honeycutt, Deputy Clerk to the Board. <br /> <br />Fletcher L. Hartsell, <br />the Board; and Kay <br /> <br />Chairman Carpenter called the meeting to order at 6:30 p.m. <br /> <br />Reverend Joseph A. Miller of the Cross of Christ Lutheran Church gave <br />the invocation. <br /> <br />Commissioner Freeman led the Pledge of Allegiance. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of April 18, 2005 <br />(Regular Meeting) and May 2, 2005 (Work Session) as written. <br /> <br />(8) APPROVAL OF THE AGENDA <br /> <br />UPON MOTION of vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda with the following <br />changes: Recognitions and Presentations Add Item C-l: Proclamation <br />Historic Logan and Shankle town Grand Reunion Day; Consent Agenda - Combine <br />Items F-1 and F-2: Revised Schools Maintenance and Repair Agreement and <br />Amendment related to Maintenance and Repairs for Public School Parks; Remove <br />Item F-3: Authorization to Utilize Priority Use Pledge Payments for Facility <br />Improvements at Frank Liske Soccer Complex (Option 2); Add Item F-15: <br />Surveillance Syst~m for the Concord Public Library Budget Amendments; <br />Reports - Add Item 1-2: FY 2006 Budget; and add a Closed Session to Consult <br />with the County Attorney in order to Preserve the Attorney-Client Privilege. <br /> <br />(C) RECOGNJ:TJ:ONS AND PRESENTATJ:ONS <br /> <br />(C-l) proclamation - Historic Logan and Shankletown Grand Reunion Day <br /> <br />Commissioner Freeman read the <br />activities planned in celebration <br />Reunion on July 1 - 3, 2005. <br /> <br />following Proclamation in recognition of <br />of the Logan and Shankletown Schools <br /> <br />PROCLAMATION <br /> <br />WHEREAS Logan School and Shankletown School were Cabarrus County's first <br />public schools for African-American students with their beginnings dating <br />back to the late 1800s when single-room schools sprinkled the county, and; <br /> <br />WHEREAS Logan School officially founded in 1891, and Shankletown School <br />founded in 1913, and; <br /> <br />WHEREAS Shankletown School served as a feeder school to the high school <br />division at Logan School, and; <br /> <br />WHEREAS Thou~ands of children received quality educations from Logan and <br />Shankletown Schools going on to become productive citizens of our community <br />and our nation, and; <br /> <br />WHEREAS Former students of Logan and Shankletown Schools are holding a Grand <br />Reunion July 1-3 with a ribbon cutting ceremony, a parade, a banquet, a <br />Gospel Fest and much more, and; <br /> <br />WHEREAS Approximately 400 alumni are expected for the Grand Reunion with <br />several hundred alumni coming from out of town; <br />
