Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John D. Day, County Manager; Mr. Mike Downs, <br />Deputy County Manager for Operations; Mr. Jonathan Marshall, Commerce <br />Director; Ms. Pam Dubois, Finance Director; Mr. Fletcher L. Hartsell, Jr., <br />County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:35 p.m. <br /> <br />Commissioner Privette gave the invocation. <br /> <br />Commissioner Carruth led the Pledge of Allegiance. <br /> <br /> Chairman Freeman welcomed those present and introductions were made. <br />The following representatives from the Rowan-Cabarrus Community College <br />(RCCC), Cabarrus County Board of Education and Kannapolis City Board of <br />Education were present for the meeting: <br /> <br />Rowan-Cabarrus Community College - Chairman of the Board Ray <br />Paradowski, Vice Chairman Irvin Newberry, Trustee Wayne Troutman; <br />Dr. Richard Brownell, President; and Vice Presidents Jerry <br />Chandler, D~nn Hovey, and Tim Foley <br /> <br />Cabarrus County Board of Education - Chair Liz Poole and Board <br />Members Cindy Fertenbaugh, Gary Hahn, Wayne Williams, Don Hoyle, <br />Grace Mynatt and Lynn Shue; and Dr. Harold Winkler, <br />Superintendent <br /> <br />Kannapolis City Board of Education - School Board Member Danita <br />Rickard; Dr. Jo Ann Byerly, Superintendent; and Mr. Will <br />Crabtree, Director of Business Operations <br /> <br />Rowan-Cabarrus Community College <br /> <br /> Dr. Richard Brownetl, President of RCCC, presented information on the <br />college's facility needs and its role in the economic recovery of Cabarrus <br />County. He stated the college is striving to support workforce development <br />but can do no more without additional facilities and resources. Dr. Brownell <br />reviewed the 2000 State Higher Education Bond Referendum and the matching <br />funds to be provided by the County for a third South'Campus building. He <br />explained construction of the building had been delayed dUe to the economic <br />downturn and the severe State and local budget crisis. Dr. Brownell reported <br />that the increase in displaced workers over the past three years had resulted <br />in an increase in community college enrollment. He said the college had tried <br />to cope by increasing workloads, maximizing production and efficiently using <br />every available space. However, Dr. Brownell stated the college is "chock-a- <br />block full" and unable to expand program offerings, to start new programs to <br />address changes in technology or support economic development strategy and to <br />expand services to local businesses. He stressed the need for an immediate <br />commitment of funds for parking facilities at South Campus, a new South <br />Campus building and the renovation of the Cabarrus County School (CCS) <br />Administrative facility. <br /> <br /> Mr. Tim Foley, Vice President of RCCC, outlined the following facility <br />needs for the community college: <br /> <br />Immediate Needs $7 +/- Million <br />Building 3000, South Campus - $3.56 million <br /> ($7,922,170 Total; $4,357,029 State (Bond Referendum); <br /> $3,565,141 Local (Cost to County) <br /> <br />CCS Facility (Phase I and Phase II) - $180,000 Phase I <br /> $2.8 Million Phase II <br /> <br />Parking (304 spaces) - $400,000 <br /> <br /> <br />
