February 16, 2004 Page 360 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, February 16, 2004, at 6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were John D. Day, County Manager; Marilyn D. Porter, County <br />Attorney; and Frankie Fo Bonds, Clerk to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:30 p.m. <br /> <br /> Girl Scout Junior Troop 723 of Forest Hill United Methodist Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: Jackie <br />Almeter, Katherine Barnett, Meghan Furr, Kira Garcia, Jennifer Gardner, Sara <br />Grace Holbrooks, Karin Lord, Meridith Moore, Carlisle Sheridan and Ashleigh <br />Stallworth. <br /> <br />Dr. James Strickland of Sharon Baptist Church gave the invocation. <br /> <br /> Chairman Freeman introduced Ms. Porter who began employment this date as <br />the first full-time in-house County Attorney for Cabarrus County. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the minutes of December 22, 2003 <br />(Recessed Meeting), January 13, 2004 (Recessed Meeting), January 24, 2004 <br />(Recessed Meeting) and January 26, 2004 (Recessed Meeting) as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and <br />unanimously carried, the Board approved the Agenda with the following changes: <br />Addition of Resolution to Item C-3 (Recognition of Matthew Rich and the "One Tree <br />at a Time" Project); Revised Resolution authorizing the filing of an application <br />for approval of a financing agreement to replace the Resolution included in the <br />Agenda (Item F-14); Addition of the following items to Old Business: E-2 - Update <br />on Committee Meeting regarding School Funding Issues (Commissioner Carruth) and <br />E-3 Update on the Animal Control and Preservation Task Force (Commissioner <br />Carpenter); and Addition of a Closed Session to discuss personnel matters. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-1) Recognition of Lieutenant Joe E. Shue, Jr.,, on his Retirement from the <br /> <br />Cabarrus County Sheriff's Department <br /> <br /> Sheriff Brad Riley recognized Lt. Joe Shue, Jr., on his recent retirement. <br />Lt. Shue began employment with Cabarrus County Emergency Medical Services on May <br />1, 1974, and transferred to the Sheriff's Department on December 15, 1982. He <br />retired as the Lieutenant over the Animal Control Division on January 31, 2004. <br /> <br /> On behalf of the Board of Commissioners, Chairman Freeman presented <br />Lieutenant Shue a plaque in appreciation for his 30 years of service to Cabarrus <br />County and its citizens. <br /> <br />Board members thanked Lt. Shue for a job well done. <br /> <br />(C-2) Recognition of David Goforth, Cooperative Extension Agent, on Receiving the <br />Distinguished Service Award from the National Association of County Agricultural <br />Agents <br /> <br /> Deborah G. Bost, County Extension Director, recognized David Goforth, <br />Extension Agent with the North Carolina Extension Service (Cabarrus County <br />Center), who recently received a Distinguished Service Award from the National <br />Association of County Agricultural Agents. Mr. Goforth has served Cabarrus <br />County for 18 years and conducts the local horticultural education program. <br /> <br /> Board members congratulated Mr. Goforth on his award and commended him on <br />his service to the citizens of Cabarrus County. <br /> <br />(C-3) Recognition of Matthew Rich and the "One Tree at a Time" Project <br /> <br /> Commissioner Carruth recognized Matthew Rich for a presentation regarding <br />the "One Tree at a Time" project. <br /> <br /> <br />
