March 15, 2004 Page 385 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, March 15, 2004, at <br />6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were John D. Day, County Manager; Marilyn D. Porter, <br />County Attorney; and Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:30 p.m. <br /> <br /> Boy Scout Troop 5 of the Cold Springs United Methodist Church conducted <br />the Flag Ceremony. Scouts Michael Chandler, Bobby Amburgey and Ian Mignosa <br />participated in the ceremony. <br /> <br />Reverend Scott Davis of Pitts Baptist Church gave the invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board approved the minutes of January 26, 2004 <br />(Regular Meeting), January 30, 2004 (Recessed Meeting) and January 31, 2004 <br />(Recessed Meeting) as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board approved the Agenda with the following <br />changes: Addition of Item E-1 (Update of the Community Committee on Education <br />Capital Planning and Financing) as requested by John Day; Addition of a <br />Closed Session to discuss matters relating to the location or expansion of <br />industries and other businesses in Cabarrus County and to discuss the <br />acquisition of real property at NC 3 in the area of Lake Howell. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-1) Proclamation Honoring Dana Moeller on being Named as the State's Top <br />Middle Level Youth Volunteer for 2004 in The Prudential Spirit of Community <br /> <br />Awards Progkam <br /> <br /> Commissioner Carpenter recognized Dana Moeller who was recently named <br />as the State's Top Middle Level Youth Volunteer for 2004 by the Prudential <br />Spirit of Community Awards Program. Miss Moeller collected money and bought <br />books for nearly 700 students at two elementary schools. On behalf of the <br />Board, Commissioner Carpenter presented the following Proclamation to Miss <br />Moeller. <br /> PROCLAMATION HONORING <br /> DANA MOELLER <br /> <br /> WHEREAS, citizen volunteers are one of the most valuable resources of <br />counties throughout the United States, with volunteers of all ages <br />contributing greatly to their local communities; and <br /> <br /> WHEREAS, The Prudential Spirit of Community Awards is a nationwide <br />program conducted by Prudential Financial and the National Association of <br />Secondary School Principals to honor young people for outstanding acts of <br />volunteerism; and <br /> <br /> WHEREAS, more than 20,000 high school and middle level students were <br />considered for recognition in this year's awards program; and <br /> <br /> WHEREAS, Dana Moeller, a sixth grade student at Harris Road Middle <br />School, has been named as North Carolina's top middle level youth volunteer <br />for 2004, in the ninth annual Prudential Spirit of Community Awards; and <br /> <br /> WHEREAS, Dana earned this prestigious honor by sharing her love of <br />reading with students in two elementary schools, collecting money from <br /> <br /> <br />
