March 29, 2004 Page 409 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session with the Harrisburg Town Council at the Harrisburg Town Hall, 4100 <br />Main Street, Suite 101, in Harrisburg, North Carolina on Monday, March 29, <br />2004, at 6:00 p.m. <br /> <br />Present <br /> <br />Chairman: Robert M. Freeman <br />Vice Chairman: Richard D. Suggs <br />Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were John D. Day, County Manager; Mike Downs, Deputy <br />County Manager for Operations; Pam Dubois, Deputy County Manager for <br />Administration; Marilyn D. Porter, County Attorney; Jonathan Marshall, <br />Commerce Director; Frankie F. Bonds, Clerk to the Board; and Kay Honeycutt, <br />Deputy Clerk to the Board; <br /> <br /> officials from the Town of Harrisburg present for the meeting were as <br />follows: Mayor Timothy Hagler; Mayor Pro Tem Jean Bradley; Council Members <br />Mike Brown, Phil Cowherd, Mark Martin, Bill Williams, Tom Huntley and Jack <br />Roden; Carl Parmer, Town Administrator; and Linda Kee, Town Clerk. <br /> <br /> After dinner, Mayor Tim Hagler called the Harrisburg Town Council <br />meeting to order at 7:06 p.m. and asked Commissioner Privette to give the <br />invocation. <br /> <br /> Chairman Freeman called to order the meeting of the Board of <br />Commissioners at 7:07 p.m. He thanked the Harrisburg Town Council for the <br />dinner and congratulated the Town on being the fastest growing municipality <br />in Cabarrus County. <br /> <br /> Mayor Hagler stated the purpose of the meeting was for discussion by <br />the two Boards concerning transitional zoning and any other issues. <br /> <br />Transitional Zoning and Harrisburg Land Use Plan <br /> <br /> Mr. Marshall reviewed the Harrisburg Area Zoning Map and the Harrisburg <br />Land Use Map. He explained the zoning classifications of property within the <br />Town and its extraterritorial jurisdiction (ETJ) area. Also, he pointed out <br />the unincorporated area on the east and south sides of the Town is zoned <br />Medium Density Residential (MDR) . Two (2) units per acre are allowed in the <br />Town's jurisdiction while four and one-half (4.5) units are allowed in the <br />County's MDR district. Finally, Mr. Marshall advised that the zoning in <br />Harrisburg and surrounding area matches the current Harrisburg Land Use Plan. <br /> <br /> Town Council members stated their desire to see a maximum of three <br />units per acre in the MDR areas adjacent to the Town. They stated the Town <br />would eventually annex that property and expressed concern that the <br />development would not match the Town's standards in regards to density and <br />infrastructure. <br /> <br /> There was lengthy discussion regarding the establishment of a <br />transitional zoning area around Harrisburg. Issues addressed included the <br />following: (1) growth in the Harrisburg area; (2) density and development <br />standards in the transitional zoning areas that would be closer to those in <br />the Town of Harrisburg; (3) ETJ areas; (4) future annexation of the property <br />by the Town; and (5) concerns by some Board members regarding the placement <br />of the Town's standards on property located outside the municipality. There <br />was also discussion regarding the Harrisburg Land Use Plan, including the <br />changes that have occurred since its adoption and the need to revisit that <br />Plan. Property owners would have the opportunity to participate in the <br />process to update the Plan and help determine the vision and future of the <br />Harrisburg area. <br /> <br /> The Harrisburg Town Council voted unanimously to review the Harrisburg <br />Land Use Plan. <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Carpenter <br />and unanimously carried, the Board directed staff to review the Harrisburg <br />Land Use Plan in conjunction with the Planning and Zoning Commission and the <br />Harrisburg Town Council. <br /> <br /> As liaison to the Town of Harrisburg, Commissioner Carpenter thanked <br />the Town Council for hosting the meeting. She stated the importance of the <br />County and the Town keeping communications open. <br /> <br /> <br />
