April 19, 2004 Page 411 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, April 19, 2004, at <br />6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were John D. Day, County Manager; Marilyn D. Porter, <br />County Attorney; Frankie F. Bonds, Clerk to the Board; and Kay Honeycutt, <br />Deputy Clerk to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:35 p.m. <br /> <br /> Girl Scout Troop 112 of the Ail Saints Episcopal Church was scheduled <br />to conduct the Flag Ceremony, but was not in attendance. <br /> <br />Reverend Joel Lentz of Faith Covenant Church gave the invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board approved the minutes of February 16, 2004 <br />(Regular Meeting), February 23, 2004 (Recessed Meeting), March 8, 2004 <br />(Recessed Meeting), March 15, 2004 (Regular Meeting), March 27, 2004 <br />(Recessed Meeting); and March 29, 2004 (Recessed Meeting) as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Agenda with the following <br />changes: Remove Consent Item F-14 (Budget Amendment - Concord Mills Incentive <br />Grant); Add Consent Item F-20 (Proclamation - Motorsports Month); Item H-1 - <br />Revised "Applications on File" to show application from Beth Wanke; Add a <br />Closed Session to prevent the disclosure of information that is privileged or <br />confidential pursuant to North Carolina General Statutes (NCGS) 143-318.10(e) <br />as authorized by NCGS 143-318.11(a) (1); Add Discussion of Transitional Zoning <br />(After Closed Session); Add Recognition Presentation - Commissioner <br />Carpenter. <br /> <br />(C) RECOGNITIONS ~ PRESENTATIONS <br /> <br /> Commissioner Carpenter recognized the Rimertown 4-H Club for receiving <br />Honorable Mention in the April 18tn edition of "USA Weekend" magazine for <br />"Make a Difference Day". The 4-H members have contributed over 1,200 <br />volunteer hours in performing community service projects. <br /> <br />(D) INFORF~AL PUBLIC COMMENTS <br /> <br /> At 6:45 p.m., Chairman Freeman opened the meeting for Informal Public <br />Comments. <br /> <br /> There was no one present to address the Board. <br /> <br />(E) OLD BUSINESS <br /> <br />(E-l) Update on the Cabarrus County Justice Facilities ProSect <br /> <br /> Janet Slack, Senior Planner, distributed a summary of the public <br />comments from the March 9, 2004 Justice Facilities Open House. She reported <br />approximately 50 persons attended the event and 77.5 percent of attendees <br />completing comment cards chose Site No. 4 (corner of Corban Avenue and Church <br />Street) as the preferred site for the new facility. Ms. Slack requested <br />approval of Site 4 in order for more site-specific planning to be undertaken. <br /> <br /> Pete Cayado of Ware Bonsall Architects presented two layout options for <br />Site 4: (1) Acquire the commercial property and build on the corner of <br /> <br /> <br />
