May 17, 2004 Page 436 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, May 17, 2004, at 6:30 p.m. Present - Chairman: Robert M. Freeman Vice Chairman: Richard D. Suggs Commissioners: Robert W. Carruth Coy C. Privette Absent - Commissioner: Carolyn B. Carpenter Also present were John D. Day, County Manager; Marilyn D. Porter, County Attorney; Frankie F. Bonds, Clerk to the Board; and Kay Honeycutt, Deputy Clerk to the Board. Chairman Freeman called the meeting to order at 6:35 p.m. Boy Scout Troop 3 of the First Presbyterian Church conducted the Flag Ceremony. Scouts participating in the ceremony were: Josh Hays, Wainright Ritchie, Alex Blackman, Brian Davis, Jamie Cullen and McLeod Phillips. Chaplain Ric Durham of Hospice of Cabarrus County gave the invocation. (A) APPROVAL OR CORRECTION OF MIN~-TES UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Suggs and unanimously carried, the Board approved the minutes of April 19, 2004 (Regular Meeting), April 20, 2004 (Recessed Meeting), April 26, 2004 (Recessed Meeting) and April 27, 2004 (Recessed Meeting) as written. (B) APPROVAL OF THE AGENDA Commissioner Carruth asked that a Proclamation designating World War II Veterans Remembrance Week be added to the Agenda. UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette and unanimously carried, the Board approved the Agenda with the following changes: Consent Item F-2 - Revised Construction Standards Permit Fee Schedule; Add the Incentive Analysis Overview to Item G-5, Proposed Industrial Incentive Grant for Hendrick Motorsports; Add the Incentive Analysis Overview to Item G-6, Proposed Industrial Incentive Grant for Oiles America Corporation; Add Item G-12 - Request for Support of Proposed Medicaid Cost Reform in North Carolina; Add G-13 Appointment of Board Members to Serve as Ad Hoc Members of the Design Selection Committee for Building 3000 of the South Campus of Rowan-Cabarrus Community College; and Add Item C-3 (Proclamation - World War II Veterans Remembrance Week). (C) RECOGNITIONS AND PRESENTATIONS (C-1) Recognition of Cathie Straub for Receiving the Distinguished Budget Presentation Award for FY 2003 Pam Dubois, Deputy County Manager, reported that Cabarrus County has received the Distinguished Budget Presentation Award for FY 2003-2004 from the Government Finance Officers Association of the United States and Canada for the sixth consecutive year. She recognized Cathie Straub, Budget Officer, as the primary staff member responsible for the budget document and Becky Crabtree, Budget Analyst, for her assistance in completing the document. Vice Chairman Suggs, on behalf of the Board, presented the Distinguished Budget Presentation Award to Cathie Straub and expressed appreciation for her work. (C-2) Recognition of Debbie Farmer for Receiving Certification as Assistant Tax Collection Supervisor Linda Morgan, Tax Collection Supervisor, recognized Debbie Farmer for receiving the professional designation as Assistant Tax Collection Supervisor by the North Carolina Tax Collectors Association. She reviewed the educational requirements that were completed by Ms. Farmer in order to obtain the certification.
