May 17, 2004 Page 436 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 17, 2004, at <br />6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Robert W. Carruth <br /> Coy C. Privette <br />Absent - Commissioner: Carolyn B. Carpenter <br /> <br /> Also present were John D. Day, County Manager; Marilyn D. Porter, <br />County Attorney; Frankie F. Bonds, Clerk to the Board; and Kay Honeycutt, <br />Deputy Clerk to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:35 p.m. <br /> <br /> Boy Scout Troop 3 of the First Presbyterian Church conducted the Flag <br />Ceremony. Scouts participating in the ceremony were: Josh Hays, Wainright <br />Ritchie, Alex Blackman, Brian Davis, Jamie Cullen and McLeod Phillips. <br /> <br />Chaplain Ric Durham of Hospice of Cabarrus County gave the invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MIN~-TES <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board approved the minutes of April 19, 2004 <br />(Regular Meeting), April 20, 2004 (Recessed Meeting), April 26, 2004 <br />(Recessed Meeting) and April 27, 2004 (Recessed Meeting) as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br /> Commissioner Carruth asked that a Proclamation designating World War II <br />Veterans Remembrance Week be added to the Agenda. <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda with the following <br />changes: Consent Item F-2 - Revised Construction Standards Permit Fee <br />Schedule; Add the Incentive Analysis Overview to Item G-5, Proposed <br />Industrial Incentive Grant for Hendrick Motorsports; Add the Incentive <br />Analysis Overview to Item G-6, Proposed Industrial Incentive Grant for Oiles <br />America Corporation; Add Item G-12 - Request for Support of Proposed Medicaid <br />Cost Reform in North Carolina; Add G-13 Appointment of Board Members to <br />Serve as Ad Hoc Members of the Design Selection Committee for Building 3000 <br />of the South Campus of Rowan-Cabarrus Community College; and Add Item C-3 <br />(Proclamation - World War II Veterans Remembrance Week). <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-1) Recognition of Cathie Straub for Receiving the Distinguished Budget <br />Presentation Award for FY 2003 <br /> <br /> Pam Dubois, Deputy County Manager, reported that Cabarrus County has <br />received the Distinguished Budget Presentation Award for FY 2003-2004 from <br />the Government Finance Officers Association of the United States and Canada <br />for the sixth consecutive year. She recognized Cathie Straub, Budget <br />Officer, as the primary staff member responsible for the budget document and <br />Becky Crabtree, Budget Analyst, for her assistance in completing the <br />document. <br /> <br /> Vice Chairman Suggs, on behalf of the Board, presented the <br />Distinguished Budget Presentation Award to Cathie Straub and expressed <br />appreciation for her work. <br /> <br />(C-2) Recognition of Debbie Farmer for Receiving Certification as Assistant <br />Tax Collection Supervisor <br /> <br /> Linda Morgan, Tax Collection Supervisor, recognized Debbie Farmer for <br />receiving the professional designation as Assistant Tax Collection Supervisor <br />by the North Carolina Tax Collectors Association. She reviewed the <br />educational requirements that were completed by Ms. Farmer in order to obtain <br />the certification. <br /> <br /> <br />
