Pleasant High School Cafeteria located on Walker Road, Mt. <br />Pleasant, North Carolina on Monday, February 10, 2003, at 7:00 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John Day, Interim County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; Mrs. Frankie F. Bonds, Clerk to the Board; <br />Mr. Jonathan Marshall, Planning and Zoning Services Director; Mr. Rodger <br />Lentz, Planning Manager; Ms. Kelly sifford, Community Development Manager; <br />and Planners Nicole Storey and Janet Slack. <br /> <br /> Chairman Freeman called the meeting to order at 7:00 p.m. and welcomed <br />those present to the meeting. <br /> <br />Commissioner Privette delivered the invocation. <br /> <br />Co~unit~ Development Block Grant Update <br /> <br /> Ms. Kelly Sifford, Community Development Manager, reviewed the process <br />for hiring a consultant to prepare and administer an infrastructure grant <br />application for the Fishertown/Princeton Park area. She explained that the <br />County would be responsible for paying administration fees, rather than using <br />grant funds, if a firm is selected without going through the competitive <br />selection process. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board directed staff to go through the <br />competitive selection process and issue a ~Request for Proposal" for <br />preparing a grant application for sewer service in the Fishertown/Princeton <br />Park area of Cabarrus County. <br /> <br />Eastern Area Plan Overview <br /> <br /> Mr. Rodger Lentz, Planning Manager, presented an overview of the <br />proposed Eastern Area Land Use Plan and the process that had been used in <br />developing the proposed Plan. He reviewed the following issues in eastern <br />Cabarrus County and discussed various ways to address those issues: (1) <br />Agriculture; (2) Maintain Rural Character; (3) Economic Growth; (4) <br />Strengthen Existing Communities; and (5) Safe and Effective Transportation. <br />Further, Mr. Lentz outlined the following ~County Considerations" relative to <br />the implementation of the Plan. <br /> <br />Residential Development <br /> Require Clustering for Major Subdivisions <br />· Reduce Densities to <br /> ~ 1 unit per acre - first 5 units <br /> - 1 unit per 2.5 acres - next 2 units <br /> 1 unit per 5 acres after that <br />· Conditional Use Permits for Subdivisions of 10 or more lots <br />Utilities <br />· Follow Utility Service Area as Defined by Water and Sewer <br /> Authority of Cabarrus County (WSACC) 50 Year Master Plan <br />· No Public Utility Investment Outside the Defined Service Area <br /> Agriculture <br />· Establish a Voluntary Agricultural District <br />· Develop a Means to Purchase Development Rights <br /> Grants <br /> - Land Trusts <br />· Farmland Protection Plan <br />Economic Growth <br />· Promote Tourism <br /> - Expo Center <br /> - Historic and Natural Areas <br />· Encourage Home Occupations <br /> · Protect and Enhance Existing and Future Employment Areas <br /> - Infrastructure Investments <br /> - Improved Access <br /> Reserve Existing and Future Employment Areas <br /> <br /> <br />
