February 24, 2003 Page 61 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Monday, February 24, 2003, at 6:00 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John D. Day, Interim County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; Ms. Pam Dubois, Finance Director; and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:05 p.m. <br /> <br />Commissioner Carruth gave the invocation. <br /> <br />Pharr Mill Road Park Pro~ect <br /> <br /> Mr. Steve Little, Cabarrus County Parks and Recreation Director, <br />presented an overview of the proposed Master Plan for Pharr Mill Road Park. <br />Stating the 37.31-acre site is best suited for passive recreational <br />opportunities, Mr. Little reviewed the proposed Park facilities that included <br />picnic sites, walking/biking trails, boardwalk trails, etc. He estimated the <br />total Park budget at $1,404,560.00, with an estimated budget of $1 million <br />for Phase I and $404,560.00 for Phase II. Mr. Little advised that funding <br />for Phase I includes the Land and Water Conservation Fund Grant request of <br />$500,000.00 as authorized by the Board in January and matching funds of <br />$500,000.00 that the Board agreed to allocate in order to finance the <br />County's 50 percent share of the project. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted the Master Plan for the Pharr Mill <br />Road Park project as presented by Steve Little, Parks and Recreation <br />Director, and adopted the resolution set forth below authorizing Mr. Little <br />to proceed with the submission of the Land and Water Conservation Fund Grant <br />application as previously authorized by the Board on January 7, 2003, with <br />the County to fund 50 percent of the $1,000,000.00 project cost if the grant <br />is awarded to Cabarrus County. <br /> <br />Resolution No. 2003-06 <br /> <br />RESOLUTION AUTHORIZING THE DEVELOPMENT OF <br /> PHARR MILL ROAD PARK <br /> BY THE <br /> CkBARRUS COUNTY BOARD OF COMMISSIONERS <br /> <br /> WHEREAS, the Land and Water Conservation Fund Act of 1965 provides for <br />the making of grants by the National Park Service, Department of the Interior <br />of the United States government, to states and to local municipalities and <br />counties in support of outdoor recreation projects, and such funds are <br />available after approval of the appropriate state agency and the Department <br />of Interior; and <br /> WHEREAS, the State is required to insure that there will be no <br />discrimination against any person of any race, color, sex, creed, or <br />political affiliation; and <br /> WHEREAS, the Board of Commissioners of Cabarrus County realizes that <br />recreation facilities are not adequate to meet the minimum recreational needs <br />of the citizens of Cabarrus County; and <br /> WHEREAS, it is believed that said Board, with the Assistance of the <br />general public, is now in a position to lend full support to the development <br />of Pharr Mill Road Park; - <br /> NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE <br />COUNTY OF CABARRUS, North Carolina: <br /> <br />(1) That an application be made to the National Park Service, Department <br /> of the Interior of the United States Government, through the State <br /> of North Carolina, for a development grant of $500,000, which <br /> represents 50 percent of all costs ($1,000,000), including <br /> preparation, plans, and construction of recreational facilities to <br /> be completed in fiscal year 2007. <br />(2) That the Parks and Recreation Department of the County of Cabarrus <br /> be authorized and directed to file such application on behalf of the <br /> County of Cabarrus, to provide additional information and furnish <br /> such documents as may be required by the National Park Service and <br /> the State of North Carolina, and to act as the authorized <br /> correspondent of the County of Cabarrus. <br /> <br /> <br />
