August 19, 2002 Page 418 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, August 19, 2002, at <br />6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:30 p.m. <br /> <br /> Boy Scout Troop 83 of Rocky River Presbyterian Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony were Mike Settle, Patrick <br />McCachren, Stephen Jones and David R. Williams. <br /> <br />Vice Chairman Carruth delivered the invocation. <br /> <br />(A) Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of July 22, 2002, as <br />written. <br /> <br />(B) Approval of the A~enda <br /> <br /> Mr. Clifton listed the following changes to the Agenda: (1) Remove <br />Recognitions and Presentations Item C-1 (Recognition of Tim Bullard on his <br />Retirement from the Cabarrus County Sheriff's Department) and reschedule <br />recognition for the meeting on September 16, 2002; (2) Add to New Business as <br />Item F-Ii a Resolution to Authorize a Lawsuit to Recover Reimbursement and <br />Receipt of Revenue Due the County of Cabarrus Being Illegally Withheld by the <br />State of North Carolina; and (3) Add the Contract with TicketMaster to the <br />Consent Agenda as Item E-15. <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Fennel <br />and unanimously carried, the Board approved the Agenda as amended. <br /> <br />(C) RECOGNITIONS ~ PRESENTATIONS <br /> <br />'(C-2) Recognition of the Cabarrus Community Child Protection 'Team for <br />Receivin~ the Annual State Award for Public Education and Awarenes~ <br /> <br /> Mr. Keith Davis, Program Administrator for Children's Services at the <br />Department of Social Services, recognized the Cabarrus Community Child <br />Protection Team on receiving the Public Education and Awareness Award at the <br />annual Prevent Child kbuse Conference held in April 2002 for the Team's <br />Infant Safety Campaign. He commended Ms. Anne Laukaitis, Team Chairperson, <br />and the Team members for their efforts in protecting the children of Cabarrus <br />County. <br /> <br />(D) OLD BUSINESS <br /> <br />(D-i) Expo Project Update <br /> <br /> Mr. Mark Chappuis, Expo General Manager, reported that the contractors <br />are putting the finishing touches on the Expo facilities. He stated that a <br />number of events such as concerts, rodeos, the Chamber of Commerce Business <br />Expo, etc., have been scheduled in the new facility. Also, Mr. Chappuis <br />commented briefly on the upcoming 50tn Annual Fair and read a list of sponsors <br />for the Fair. <br /> <br /> Ms. Debbie Bost, Cooperative Extension Director, and Ms. Mary Ann <br />Cooper, Fair Coordinator, presented an update on preparations and planned <br />activities for the 2002 County Fair. The Grand Opening will be held on <br />September 7 at 12:00 noon, and "American Heritage Day" will be celebrated on <br /> <br /> <br />
