September 16, ~00£ Page ~3 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in' the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, September 16, 2002, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. HartselI, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:30 p.m. <br /> <br /> Boy Scout Troop 83 of Rocky River Presbyterian Church conducted the <br />Flag Ceremony.. Scouts participating in the ceremony were Mike Settle, Patrick <br />McCachren, Stephen Jones, David R. Williams and Jacob Murray. <br /> <br />Pastor Randy Foster delivered the invocation. <br /> <br />(A) A~proval o? Correction of Minutes <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Fennel, <br />and unanimously carried, the Board approved the minutes of August 13~ August <br />19, and August 21, 2002, as written. <br /> <br />(B) A~proval of the Agenda <br /> <br /> Chairman Freeman asked thaH a presentation by Marvin Bost be added to <br />the Agenda as the second item under Recognitions and Presentations. Mr. <br />Clifton asked that the following two items associated with the financing for <br />the school administrative building and school gymnasiums be added to the <br />Consent Agenda: (E-8) Agency Agreement between Cabarrus County and the <br />Cabarrus County Board of Education; and (E-9) Lease between Cabarrus County <br />and the Cabarrus County Board of Education. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs <br />and unanimously carried, the Board approved the Agenda with the requested <br />additions. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-1) Rec0~niti~n of Tim Bullard on his Retirement from the Cabarrus County <br /> <br />Sheriff's Department <br /> <br /> Chief Deputy Tony McGuire recognized Timothy I. Bullard on his <br />retirement from the Cabarrus County Sheriff's Department. Mr. Bullard began <br />his career at the Sheriff's Department in August 1986 and retired in August <br />2002. On behalf of the Board, Chief Deputy McGuire presented a plaque to Mr. <br />Bullard in appreciation for his service to Cabarrus County. <br /> <br /> Mr. Bullard expressed appreciation for having had the opportunity to <br />serve the people of Cabarrus County. He stated the highlight of his service <br />was his. involvement with the DARE Program. <br /> <br /> The Board congratulated Mr. Bullard on his retirement and. expressed <br />appreciation for his service to Cabarrus County. <br /> <br />[C-1 (a)] Presentation by Marvin Bost <br /> <br /> Mr. Marvin Bost stated the 2062 Cabarrus County Fair was the best Fair <br />that Cabarrus County has ever seen. He presented a painting to Mr. Clifton <br />from Sharon Hotto, a storyteller who provided entertainment during the Fair <br />with tales of the past and cooking over an open fire. Mr. Bost stated that <br />Ms. Hotto had named Mr. Clifton as her "favorite food time person" at the <br />Fair. <br /> <br /> Board members commented on the success of the 2002 Fair. They <br />expressed appreciation to County employees and volunteers for their work in <br /> <br /> <br />
