December 2, 2002 Page 493 <br /> <br /> The Board of Commissioners for the County of Cabarrus held an <br />organizational meeting in the Commissioners' Meeting Room at the Cabarrus <br />County Governmental Center in Concord, North Carolina on Monday, December 2, <br />2002, at 6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:35 p.m. <br /> <br /> Boy Scout Troop 222 of Harrisburg United Methodist Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony were Jeremy Smith, <br />Michael Magee and Wade Hann-Caruthers. <br /> <br />Pastor Sam Farina of First Assembly delivered the invocation. <br /> <br />(A) Approval or Correction of Minutes . <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the minutes of November 18, 2002 <br />as written. <br /> <br />(B) RECOGNITION CEREMONY <br /> <br />(B-l) Recognition of Commissioner Arne Fennel for his Service to Cabarrus <br /> <br />County <br /> <br /> Chairman Freeman opened the recognition ceremony to honor Commissioner <br />Fennel and his wife, Marcine. Each Board member, the County Manager, the <br />County Attorney and the Clerk commended Commissioner Fennel on his work as <br />County Commissioner and expressed appreciation for his service to Cabarrus <br />County. Commissioner Fennel served on the Board from 1998 to 2002 as well as <br />a previous term from 1992 to 1996. <br /> <br /> Chairman Freeman read a list of activities and accomplishments of the <br />Board for the period December 7, 1998 to December 2, 2002. Highlights of <br />these activities included, among others, the reduction of the tax rate, the <br />construction of a number of new schools, improved bond ratings and enhanced <br />recreational opportunities. On behalf of the Board, Chairman Freeman <br />presented a plaque to Commissioner Fennel in appreciation for his service and <br />leadership to Cabarrus County and its citizens. <br /> <br /> Commissioner Fennel expressed his pleasure in serving the citizens of <br />Cabarrus County as County Commissioner and stated his intent to continue to <br />serve the community. <br /> <br />(C) ADMINISTRATION OF OATH OF OFFICE <br /> <br />(C-1) SOIL & WATER CONSERVATION DISTRICT SUPERVISORS <br /> <br /> The Honorable William G. Hamby, Jr., Chief District Court Judge, <br />administered the following Oath of Office to Soil and Water Conservation <br />District Supervisors Jeff Goforth, Bob Ritchie and Louis R. Suther. <br /> <br /> OATH OF OFFICE <br />SOIL AND WATER CONSERVATION DISTRICT SUPERVISOR <br /> <br /> I, , do solemnly swear (or affirm) that I will support the <br />Constitution of the United States; so help me, God. <br /> <br /> I further solemnly and sincerely swear (or affirm) that I will be <br />faithful and bear true allegiance to the State of North Carolina, and to the <br />constitutional powers and authorities which are or may be established for the <br />government thereof; and that I will endeavor to support, maintain, and defend <br />the Constitution of the United States, to the best of my knowledge and <br />ability, so help me God. <br /> <br /> <br />
