113 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, June 18, 2001, at <br />6:30 p.m. <br /> <br />Present - <br /> <br />Chairman: Arne L. Fennel <br />Vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Fennel called the meeting to order at 6:32 p.m. <br /> <br /> Boy Scout Troop 3 and Cub Scout Pack 3 from First Presbyterian Church <br />and Troop 128 and Pack 128 from Epworth United Methodist Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony were as follows: Troop 3 <br />- H. L. Ruth, Welch Liles and Alex Finger; Pack 3 - Christopher Shore; Troop <br />128 - Stephen Kinane; and Pack 128 - Earle Aube III and Jesse Cromeenes. <br /> <br /> Reverend Randy L. Wall of the Roberta United Methodist Church gave the <br />invocation. <br /> <br />APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Suggs <br />and unanimously carried, the Board approved the minutes of May 14, 21, 22, <br />and 31 and June 4, 2001 as written. <br /> <br />APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board approved the Agenda as .submitted with the <br />addition of a Closed Session to consider an economic development issue and <br />the acquisition of real property. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Presentation of the Distinguished Budget Award to Cathie Keller Straub~ <br />Budget Officer <br /> <br /> Mr. Blair Bennett, Deputy County Manager for Administration, reported <br />the Government Finance Officers Association (GFOA) has awarded the <br />Distinguished Budget Presentation Award to Cabarrus County for the fiscal <br />year beginning July 1, 2000. This was the third year that Cabarrus County <br />has received the Award. Along with the Award to the County, GFOA has awarded <br />a Certificate of Recognition for Budget Presentation to Ms. Cathie K. Straub, <br />Budget Officer. <br /> <br /> On behalf of the Board, Commissioner Suggs presented the Budget Award <br />to Ms. Straub. Board members commended Ms. Straub on her achievement and <br />thanked her for her outstanding work for Cabarrus County. <br /> <br />OLD BUSINESS <br /> <br />Update on the Codnty Expo Site - Nicole Storey~ Planner <br /> <br /> Ms. Nicole' Storey, County Planner, presented an update on the County <br />Exposition and Fairground project. Bids are to be received on July 10 and <br />awarded by the Board on July 23. The Department of Transportation has agreed <br />to improve the existing intersection at Highway 49 and Old Airport Road. <br />Also, the North Carolina Department of Insurance is requiring sprinklers in <br />the Expo Center. The Concord City Council approved the rezoning to a Public <br />Interest District on June 14. The groundbreaking'ceremony will be held on <br />June 25. Finally, Ms. Storey introduced Mr. Mark Chappuis who has assumed <br />the position as the Expo Center General Manager. <br /> <br /> Mr. Chappuis gave brief introductory remarks about himself. He' stated <br />the Expo Center is an exciting project and will be good for the community. <br /> <br /> <br />
