393 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina, on Monday, February 7, 2000, at 6:30 P.M. <br /> <br />Present - Chairman: Arne L. Fennel <br /> vice Chairman: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Coy Co Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br /> The Cabarrus County Board of Education and the Kannapolis City Board of <br />Education met in joint session with the Board of Commissioners. Also present <br />were members of the Cabarrus County Parks and Recreation Commission and the <br />Citizens Oversight Committee. <br /> <br /> Chairman Fennel called the meeting to order at 6:30 P.M. He welcomed <br />everyone and stated the purpose of the meeting was to begin discussion about <br />the development of a ten-year plan for the future location of schools and <br />parks in Cabarrus County. Further, Chairman Fennel stated a plan for the <br />relocation of the County Schools Administrative Office would also be <br />considered. <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, presented an <br />overview of current and projected areas of growth in the County. He pointed <br />out the location of existing schools as well as the areas designated for <br />future schools. He explained that most of the growth is occurring in the <br />area between Concord and the Mecklenburg County line and that growth is <br />continuing up the Rocky River basin as the new interceptor sewer line is <br />constructed. Specific areas of growth include Poplar Tent, areas north and <br />south of Harrisburg, the northwestern section of the county and the recent <br />Kannapolis annexation area. Also, future growth is anticipated in the <br />Midland area. Mr. Marshall reviewed the location of current parks and other <br />recreational areas and discussed the school-park concept where new parks are <br />developed alongside new schools. He distributed information outlining <br />acreage needed for basic schools (elementary, middle and high school) and the <br />additional acreage required for a neighborhood school-park, community school- <br />park and a district school-park. <br /> <br /> Following Mr. Marshall's presentation, there was discussion regarding <br />the County's method of projecting overall population and school population. <br />Land use issues were also discussed, specifically the need to preserve areas <br />for industrial use. <br /> <br /> Mr. John C. Murdock, III, Executive Director of the Water and Sewer <br />Authority of Cabarrus County, presented a map showing the location of <br />existing sewer interceptors, interceptors currently under construction and <br />planned interceptors. Some of the interceptors will open new service areas <br />while others will run parallel to existing interceptors to provide adequate <br />capacity to specific areas. Mr. Murdock also outlined plans for the <br />expansion of existing wastewater treatment plants and a proposed new <br />treatment plant to be built as a joint venture with Union County. He <br />commented on the expense of the planned plant expansions, the cost of <br />constructing new interceptors and the resulting increase in sewer rates for <br />consumers. Also, he addressed the issue of future water supplies, <br />specifically the projected need to purchase water from an adjacent county <br />within the next eight to ten years. During his presentation, Mr. Murdock <br />emphasized that utilities alone cannot be used to control growth. He stated <br />a joint effort involving roads, water, sewer, zoning and land use is <br />required. <br /> <br /> Chairman Fennel stated that staff would be asked to begin work on the <br />process of identifying sites for future school and park locations. <br /> <br />County Schools Administrative Office <br /> <br /> Mr. Clifton presented a proposal from a developer who is interested in <br />purchasing the County Schools Administrative Office on Highway 29 along with <br />the adjacent concrete company. The developer is offering to pay $1,350,000.00 <br />for the School property and to build a new School Administrative office at a <br />cost of $3,850,000.00. Mr. Clifton proposed that the new office complex be <br />built on approximately seven acres located at the rear of County-owned <br /> <br /> <br />
