426 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina, on Monday, April 17, 2000, at <br />6:30 p.m. <br /> <br />Present - <br /> <br />Chairman: Arne L. Fennel <br />Vice Chairman: Carolyn B. Carpenter <br />Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Fennel called the meeting to order at 6:30 p.m. <br /> <br /> Boy Scout Troop 201 of Eastwood Baptist Church conducted the Flag <br />Ceremony. Scouts participating in the ceremony were Matthew Daniels, Travis <br />Tino, Bruce Pressley and Kevin Stelpflug. <br /> <br /> Reverend Joseph Miller of the Cross of Christ Lutheran Church gave the <br />invocation. <br /> <br />APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the minutes of March 20 <br />and March 27, 2000 as written. <br /> <br />APPROVAL OF THE AGENDA <br /> <br /> Mr. Clifton asked that the Board schedule a meeting with the Concord <br />City Council to discuss an economic development issue. <br /> <br /> Mr. Hartsell stated he had several reports for presentation at the <br />conclusion of the meeting. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the Agenda as amended. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Observance of Soil and Water Stewardship Week (April 30 - May 7) and Adoption <br />of Proclamation - Reverend Joseph Miller <br /> <br /> Reverend Joseph Miller gave a brief overview of the 2000 Soil and Water <br />Stewardship Week observance, April 30 - May 7. This year's theme is <br />"Community Waters." <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br /> WHEREAS water is one of the most precious resources necessary to <br />sustain life; and <br /> WHEREAS communities have responsibility to their citizens to act in <br />their behalf; and <br /> WHEREAS water resource decisions are best made on a watershed-wide <br />basis; and <br /> WHEREAS conservation districts have resources to assist communities <br />address water quality issues: <br /> THEREFORE, in support of community efforts to enhance the quantity and <br />quality of water, I do hereby proclaim <br /> April 30 through May 7, 2000 <br /> Soil and Water Stewardship Week <br /> In witness whereof I have hereunto set my hand and caused the seal of <br />my office to be affixed. <br /> April 17, 2000 <br /> Date <br /> /s/ Arne L.
