441 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina, on Tuesday, April 25, 2000, at 6:30 p.m. <br /> <br />Present - <br /> <br />Chairman: Arne L. Fennel <br />Vice Chairman: Carolyn B. Carpenter <br />Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br /> Chairman Fennel was absent for the beginning of the meeting. Vice <br />Chairman Carpenter called the meeting to order at 6:38 p.m. <br /> <br /> The Concord City Council met in joint session with the Board of <br />Commissioners. Those present included Mayor George Liles and Council Members <br />Lamar Barrier, Alfred Brown, Allen Small, James Ramseur, David Phillips and <br />Scott Padgett. Also present were Mr. Brian Hiatt, City Manager; Mr. Gordon <br />Belo, City Attorney; and Ms. Vickie Weant, City Clerk. <br /> <br />Closed Session <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Privette <br />with Commissioners Barnhart, Privette and Casper and Vice Chairman Carpenter <br />voting for, the Board moved to go into closed session with the Concord City <br />Council to discuss matters relating to the location or expansion of <br />industries or other businesses in Cabarrus County as authorized by North <br />Carolina General Statute 143-318.11(a) (4). The Board invited Mr. Mark Shore, <br />Executive Director of the Convention and Visitor's Bureau, and Mr. Maurice <br />Ewing, President of the Cabarrus Economic Development Corporation, to join <br />the Board in closed session. <br /> <br /> Chairman Fennel arrived at the beginning of the closed session and <br />presided over the remainder of the meeting. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman <br />Carpenter and unanimously carried, the Board moved to end the closed session. <br /> <br />No action was reported from the closed session. <br /> <br />Recess of Meeting <br /> <br /> There being no further business to come before the Board, Chairman <br />Fennel recessed the meeting at 8:45 p.m. until 6:30 p.m. on Monday, May 8, <br />2000. <br /> <br />Clerk to the Board <br /> <br /> <br />
