462 The Board of Commissioners for the County of Cabarrus met in recessed session in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Tuesday, May 23, 2000, at 6:30 p.m. Present - Chairman: Arne L. Fennel Vice Chairman: Carolyn B. Carpenter Commissioners: Jeffrey L. Barnhart Sue B. Casper Absent - Commissioner: Coy C. Privette Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. John Day, Deputy County Manager for Operations; Mr. Don Cummings, Human Resources Director; Ms. Cathie Keller-Straub, Budget Officer; and Mrs. Frankie F. Bonds, Clerk to the Board. Chairman Fennel called the meeting to order at 6:38 p.m. Economic Development' cOrporation Mr. Keith Wayne, Chairman of the Cabarrus Economic Development Corporation (EDC) Board of Directors, presented a brief overview of the EDC budget request. He stated the County Manager had recommended a budget allocation of $381,685.00; however, EDC is now requesting a total allocation of $388,835.00. According to Mr. Wayne, the requested increase is due to EDC's delay in considering salary adjustments for staff. Mr. Michael A. Almond, President/Chief Executive Officer of the Carolinas Partnership, and Mr. Mark D. Heath, Senior Vice President/Economic Development of Carolinas Partnership, gave a brief overview of that organization's activities. Sheriff's Department Sheriff Robert Canaday gave a brief overview of the requested budgets for the Sheriff's Department, Jail and Animal Control. The requested budget included the purchase of a Hazardous Device Unit Robot at a cost of $130,000.00. The County will provide $50,000.00 with the remaining funds to come from the Sheriff's Department drug fund. Also, funding of $22,000.00 was included in the proposed budget to purchase a K-9 unit. There was brief discussion regarding training and procedures that are in place to deal with emergency situations such as the shooting that occurred at the Columbine High School in 1999. Tax Administration Ms. Dawn McHale, Tax Administrator, reviewed the proposed budgets for Tax Collection, Tax Assessor, Land Records and Appraisal. She reviewed the recommended changes in the organizational structure of Tax Administration to create efficiency and cross training opportunities for employees. Ms. McHale and Ms. Linda Morgan, Tax Collections Supervisor, responded to questions regarding the request for an additional Tax Clerk to process returned mail, specifically vehicle tax bills. The Board by consensus agreed to the new position with the understanding that the position is to be tracked for one year to determine if sufficient revenue is collected to pay for the position. The Board also discussed the proposed aerial photography project in the amount of $1 million. This project includes aerial digital orthographic photography of Cabarrus County, as well as topographical maps. The cities of Concord and Kannapolis and the Town of Harrisburg are to be topographically mapped at 2-foot intervals, with the remainder of the county mapped at 5-foot intervals. Although there has been some discussion with the municipalities and the Water and Sewer Authority about a possible joint project, there has been no firm commitment by them to participate in the cost of the project. Additional information will be provided to the Board regarding the proposed project. Emerqenc¥ Medical Services Mr. Ron Harwood, Emergency Medical Services (EMS) Director, presented an overview of the proposed EMS budget. Funds in the amount of $450,000.00 have been included in the Capital Improvement Plan for an EMS Station in
