464 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Thursday, May 25, 2000, at 6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. John <br />Day, Deputy County Manager for Operations; Mr. Don Cummings, Human Resources <br />Director; Ms. Cathie Keller-Straub, Budget Officer; and Mrs. Frankie F. <br />Bonds, Clerk to the Board. <br /> <br /> Chairman Fennel was absent for the beginning of the meeting. <br />Chairman Carpenter called the meeting to order at 6:40 p.m. <br /> <br />Vice- <br /> <br />Planning Services <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, discussed the <br />proposed budgets for Planning and Transportation and Current and Long Range <br />Planning. <br /> <br />Chairman Fennel arrived and presided over the remainder of the meeting. <br /> <br /> There was lengthy discussion regarding the recommended addition of a <br />Transportation Planner position to allow for increased coordination and <br />oversight of the Cabarrus County Transportation System. Mr. Marshall <br />indicated that this position would be the best alternative for managing the <br />increased workload in the Planning Services Department. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the new Transportation Planner <br />position, which will be partially funded by a transportation grant from the <br />State of North Carolina. <br /> <br />Aerial PhotograDhy Project <br /> <br /> Mr. Day presented additional information regarding the proposed aerial <br />photography project that was discussed by the Board on May 23. He stated the <br />mapping required by the County showing 5-foot contours could be done for <br />approximately $500,000.00. He suggested the cities could obtain the 2-foot <br />intervals through an addendum to the County's contract and pay any additional <br />contract costs over the cost of the 5-foot contours. The Board by consensus <br />agreed to fund the proposed aerial digital orthographic photography project <br />at an estimated cost of $500,000.00. <br /> <br />Parks and Recreation <br /> <br /> Mr. Steve Little, Recreation Director, presented an overview of the <br />proposed budgets for Parks and Recreation, Frank Liske Park, W. W. Flowe Park <br />North Cabarrus Park and Property Maintenance. He also gave an update on the <br />status of the Stonewall Jackson Soccer Complex to be developed jointly by the <br />City of Concord and Cabarrus County. <br /> <br />General Services <br /> <br /> Mr. John Page, General Services Administrator, <br />Services budgets of ,Administration, Street Sign <br />Maintenance, Facility Services and Fleet Maintenance. <br /> <br /> reviewed the General <br />Maintenance, Building <br /> <br /> There was brief discussion regarding the replacement of trees in the <br />planters in front of the Governmental Center. This project is included in <br />the Property Maintenance budget. The Board also questioned the 50 percent <br />increase in heating costs. Staff will research this issue and provide <br />additional information to the Board. <br /> <br />Water and Sewer Authority of Cabarrus County <br /> <br /> Mr. John Murdock, Executive Director of the Water and Sewer Authority <br />of Cabarrus County (WSACC), presented the Authority's Capital Improvement <br />Program and reviewed the location of current and planned sewer projects. Mr. <br />Mark Lambert of the Authority assisted with the presentation. <br /> <br /> <br />
