509 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina, on Monday, August 21, 2000, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Coy C. Privette <br />Absent Commissioner: Jeffrey L. Barnhart <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Fennel called the meeting to order at 6:30 p.m. <br /> <br /> Boy Scout Troop 34 of Mt. Olivet United Methodist Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony were Mike Yankech, Matt <br />Yankech, Justin Troutman, Derrick Carpenter, Brandon Berg, Jake Murdock, Tom <br />Smith, Jr. and Mark Murdock. <br /> <br /> Reverend William Nix of Glorieta Baptist Church gave the invocation. <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Casper <br />and unanimously carried, the Board approved the minutes of July 24, 2000 as <br />written. <br /> <br />Approval of the Agenda <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Fennel and <br />unanimously carried, the Board approved the Agenda as submitted with the <br />revised budget amendments for Consent Items E-3 (School Site Acquisition), E- <br />8 (Cooperative Extension) and E-11 (Department of Aging). <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Recognition of City of Concord Officials and Staff for the <br />City/County P~oject to Construct the Corban Avenue Parking Lot <br />Marshall <br /> <br />Cooperative <br /> Jonathan <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, recognized the <br />following City of Concord officials and staff who were present for the <br />meeting: Mayor George Liles, City Manager Brian Hiatt and Community <br />Development and Codes Manager Steve Osborne. He expressed appreciation for <br />the City's role in the cooperative venture between the County and City in <br />constructing the Corban Avenue parking lot. According to Mr. Marshall, the <br />joint venture coordinated by the City and financed by the County saved the <br />taxpayers approximately $90,000.00. Finally, he personally thanked Mr. <br />Osborne for his management of the joint project. <br /> <br /> On behalf of the Board, Commissioner Carpenter presented a plaque to <br />Mr. Osborne in recognition of his outstanding efforts as project manager for <br />the Corban Avenue parking lot project. The Board expressed its appreciation <br />to Mayor Liles, Mr. Hiatt and Mr. Osborne for their assistance with the <br />successful project. <br /> <br /> Mr. Hiatt thanked Cabarrus County personnel for assisting in the <br />emergency response to the ruptured gas line and fire near Concord Mills Mall <br />on Sunday, August 20, 2000. He stated the cooperation between the various <br />City, County and volunteer agencies was outstanding. <br /> <br />Recognition of Employees on Their Retirement <br /> <br /> Mr. Jim Cook, Social Services Director, recognized Ms. Kay M. Robinette <br />on her retirement from the Department of Social Services after 25 years of <br />service. <br /> <br /> On behalf of Mr. Wayne Trexler, Chairman of the Social Services Board, <br />Commissioner Privette extended appreciation to Ms. Robinette from the Social <br />Services Board. <br /> <br /> <br />
