522 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina, on Monday, September 18, <br />2000, at 6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Fennel called the meeting to order at 6:30 p.m. <br /> <br /> Webelos Den, Cub Scout Pack 108 of the Gilwood Presbyterian Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony included <br />Douglas Rodale, Eric Bridges, Phillip Young, Nick Muccio, Brendan Pope, James <br />Roseman, Micah Arrants, Bruce Griffin, Cameron Cook, Chris Rich, Justin <br />Bland, Shane Norris, Andrew Marshan, Patrick Grogg, Marshall Fendrey, Ray <br />Atkinson, Alton Troglin, Neil Quinn, Michael Benson and Benjamin Huffman. <br /> <br /> Reverend Zach Harris III of the Centergrove Lutheran Church gave the <br />invocation. <br /> <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Barnhart and unanimously carried, the Board approved the following minutes as <br />written: August 15, 2000 (Recessed Meeting); August 21, 2000 (Regular <br />Meeting); September 7, 2000 (Recessed Meeting) <br /> <br />APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Fennel and <br />unanimously carried, the Board approved the Agenda as submitted. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Proclamation - Kids Voting Week - Ms. Sonya Hodges, Cabarrus Regional Chan~er <br />of Commerce <br /> <br /> Mr. Paul Bessent, Chairman of the Board of Directors for the local Kids <br />Voting Program, presented a brief overview of Kids Voting that is sponsored <br />by the Cabarrus Regional Chamber of Commerce. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br /> WHEREAS, the future of this country depends on preparing and <br />encouraging our youth to be active in all areas of citizenship; and <br /> WHEREAS, the right to participate in a free and open election system by <br />voting for governmental leadership is a fundamental and essential element in <br />democratic governance; and <br /> WHEREAS, Kids Voting is combating the crisis of low voter turnout which <br />places our democratic way of life at risk; and <br /> WHEREAS, Kids Voting is a nationally successful program designed to <br />educate and encourage our youth to participate in the electoral process; and <br /> WHEREAS, the system Kids Voting uses builds citizenship through family <br />participate thus reinforcing important values; <br /> NOW, THEREFORE, I, AR_NE L. FENNEL, CHAIRM3LN OF THE BOARD OF COUNTY <br />COMMISSIONERS of Cabarrus County, North Carolina, by the virtue of the <br />authority vested in me as Chairman, do hereby proclaim the week of September <br />25, 2000 as: <br /> "KIDS VOTING WEEK IN CABARRUS COUNTY" <br />and urge all citizens to be more involved in this dynamic program and <br />supportive of efforts to improve voting participation. <br /> <br /> <br />
