151 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />recessed session in the Concord City Council Chambers at the Concord <br />Municipal Building, 26 Union Street, South, Concord, on Thursday, <br />February 18, 1999, at 6:30 P.M. <br /> <br />Present - Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn C. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br />Absent - Chairman: Jeffrey L. Barnhart <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, <br />Clerk to the Board. <br /> <br /> Vice Chairman Fennel called the meeting to order at 6:30 P.M. <br />Commissioner Carpenter was absent for the beginning of the meeting but <br />arrived during the closed session. <br /> <br /> Mayor George Liles and City Council Members Alfred Brown, Lamar <br />Barrier, David Phillips, Scott Padgett, James Ramseur and Dr. Hector <br />Henry were present for the joint meeting. Also present were Mr. Brian <br />Hiatt, Concord City Manager; Mr. Gordon Belo, Concord City Attorney; <br />and Mrs. Vickie Weant, Concord City Clerk. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Casper and unanimously carried, the Board moved to go into closed <br />session with the Concord City Council to discuss matters relating to <br />the location or expansion of industries or other businesses in Cabarrus <br />County as authorized by North Carolina General Statute 143- <br />318.11 (a) (4). <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Casper and unanimously carried, the Board moved to end the closed <br />session. <br /> <br />No action was reported from the closed session. <br /> <br />Recess of Meetinq <br /> <br /> There being no further business to come before the Board, Vice <br />Chairman Fennel recessed the meeting at 8:25 P.M. until 6:30 P.M. on <br />Friday, February 19, 1999, in the Multipurpose Room at the Cabarrus <br />County Governmental Center. <br /> <br />Clerk to the Board <br /> <br /> <br />
