224 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />recessed session in the Multi-Purpose Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Tuesday, June 1, <br />1999, at 7:00 p.m. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Blair Bennett, Deputy County Manager for Administration; Mr. John Day, <br />Deputy County Manager for Operations; Mr. Don Moorhead, Human Resources <br />Director; Mrs. Cathie K. Straub, Budget Officer; and Mrs. Frankie F. <br />Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 7:00 p.m. <br />Commissioner Casper was absent for the beginning of the meeting. <br /> <br />Finance <br /> <br /> Mr. Bennett reported that the bond rating for the County had been <br />raised to the AA category by the three rating agencies of Fitch, <br />Moody's and Standard & Poor's. <br /> <br /> Mr. Bennett also presented an overview of the proposed Finance <br />Department budget. <br /> <br />Sheriff's Budqet Review <br /> <br /> Sheriff Robert Canaday reviewed the proposed budgets for the <br />Sheriff's Department, Jail and Animal Control. <br /> <br />Cooperative Extension <br /> <br /> Ms. Debbie Glauer, Local Director of the Cooperative Extension <br />Service, presented an overview of the proposed budget for that agency. <br /> <br /> There was lengthy discussion regarding the request to fund a <br />part-time Program Assistant position with the EHNEP (Expanded Foods and <br />Nutrition Education) Program. Federal funds for the position have been <br />terminated, and the State proposes to share the expense 50-50 with the <br />County. Board members expressed concern that the program is a <br />duplication of nutrition services that are currently offered by the <br />Health Alliance. <br /> <br /> Additional information will be obtained regarding these two <br />programs. <br /> <br /> Mr. Clifton reminded the Board that Ms. Glauer had requested <br />input from the Board concerning recommendations for appointments to the <br />Extension Advisory Council. These recommendations should be submitted <br />to Ms. Glauer as soon as possible. <br /> <br />Rowan Cabarrus Community Colleqe <br /> <br /> Mr. Clifton briefly reviewed the proposed budget for the <br />community college. <br /> <br /> Commissioner Casper arrived at 8:00 p.m. and was present for the <br />remainder of the meeting. <br /> <br />General Services <br /> <br /> Mr. John Page, General Services Administrator, presented a <br />general overview of the following proposed budgets for General <br />Services: Administration, Street Sign Maintenance, Building <br />Maintenance, Facility Services, Fleet Maintenance, Courts Building <br />Maintenance and Courts Facility Services. <br /> <br />Schools <br /> <br /> Commissioner Fennel introduced discussion concerning capital <br />outlay funding for the Schools. Mr. Clifton stated $1.5 million had <br />been included in the proposed FY 2000 budget for purchase of land for <br /> <br /> <br />
