237 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multi-Purpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Thursday, June 17, 1999, at 7:00 p.m. <br /> <br />Present - Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Coy C. Privette <br />Absent - Chairman: Jeffrey L. Barnhart <br /> Commissioner: Sue B. Casper <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. John <br />Day, Deputy County Manager for Operations; Mr. Blair Bennett, Deputy County <br />Manager for Administration; Mr. Don Moorhead, Human Resources Director; Ms. <br />Cathie K. Straub, Budget Officer; and Mrs. Frankie F. Bonds, Clerk to the <br />Board. <br /> <br />Vice Chairman Fennel called the meeting to order at 7:10 p.m. <br /> <br /> Mr. Clifton presented a list of additions/deletions that had been made <br />since the preliminary budget was drafted. He said these changes would be <br />incorporated into the final adoption of the budget. Also, Mr. Clifton <br />suggested the Board might wish to set aside the schools grounds/building <br />maintenance allocation until the school maintenance agreements are finalized. <br /> <br /> Vice Chairman Fennel proposed that the Board move the remaining <br />$500,000.00 from School Site Purchases to the Capital Reserve Fund. The <br />Board by consensus agreed to this proposal. <br /> <br /> The Board reviewed the capital improvement projects as submitted by the <br />Cabarrus County Schools and Kannapolis City Schools and for which $2.6 <br />million in capital outlay funding had been included in the preliminary <br />budget. In reviewing the list, Board members expressed concern that a number <br />of the items appeared to be maintenance-related projects rather than capital <br />improvement projects. <br /> <br /> Vice Chairman Fennel suggested the Board reduce the proposed $2.6 <br />million school capital outlay allocation to $1.5 million. Commissioner <br />Carpenter proposed that the Board pay the FY 2000 debt service payment of <br />$172,914.00 for the Kannapolis City Schools. <br /> <br /> Vice Chairman Fennel made a motion, seconded by Commissioner Carpenter, <br />to reduce the proposed School Capital Outlay funding from $2.6 million to <br />$1.5 million with the funds to be distributed to the two school systems using <br />the ADM funding formula and for the County to pay the FY 2000 debt service <br />payment of $172,914.00 for Kannapolis City Schools. Commissioner Carpenter <br />asked that the motion be amended to include that it is the Board's intent to <br />pay the remaining FY 2001 debt service payment for Kannapolis City Schools. <br />The amendment was accepted by Vice Chairman Fennel, and the motion was <br />approved unanimously. <br /> <br /> Vice Chairman Fennel announced that this action reduced the County's <br />proposed tax rate for FY 2000 to 59 cents. <br /> <br /> Mr. Bennett cautioned the Board concerning the impact that a decrease <br />in the County's tax levy would have on the distribution of sales tax money. <br />With the decrease in the County's levy, he stated that the cities would <br />receive a larger portion of the sales tax proceeds. <br /> <br /> Commissioner Carpenter listed the following concerns associated with <br />the proposed budget: more input by the County in the selection of future <br />school sites; review of the County's fleet replacement policy; assurance that <br />all new computers purchased by the County are Y2K compliant; and questions <br />concerning the need for a salary study to be conducted every two years. <br /> <br /> Commissioner Privette supported a 58 cents tax rate, stating anything <br />over that rate would be a tax increase. <br /> <br /> There was brief discussion concerning revaluation of real property, the <br />impact of a 59 cents tax rate versus a 58 cents tax rate, the requested fire <br />district tax rates, the amount of the County's Fund Balance and the economic <br />growth of Cabarrus County. <br /> <br />Adjournment of Meet~nq <br /> <br /> There being no further business to come before the Board, Vice Chairman <br />Fennel adjourned the meeting at 9:08 p.m. <br /> <br /> Clerk to the Board <br /> <br /> <br />
