238 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, June 21, 1999, at <br />6:30 p.m. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 p.m. <br /> <br />Commissioner Casper led the Pledge of Allegiance. <br /> <br /> Dr. Richard Graf of the Saint Martin Lutheran Church gave the <br />invocation. <br /> <br />Approval of the Minutes <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Casper <br />and unanimously carried, the Board approved the minutes as written for the <br />following meetings: May 17, 1999 (Regular Meeting) and May 18, 24, 25 and 27 <br />and June 1, 1999 (Recessed Meetings). <br /> <br />Approval of the Aqenda <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the Agenda as submitted with the <br />Addition of Consent Item E-23 (Budget Amendment - Solid Waste Management). <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Recoqnition of Retirinq Employees <br />a. Linda Heiliq - Department of Social Services <br />b. Serqeant James A. Strickland - Sheriff's Department <br /> <br /> Mr. James F. Cook, Jr., Social Services Director, recognized Ms. Linda <br />C. Heilig, Supervisor of the Social Services Finance Unit, on her retirement. <br />Ms. Heilig began work at the Department on December 10, 1970 and will retire <br />on June 30, 1999. <br /> <br /> Sheriff Robert Canaday recognized Sergeant James A. Strickland on his <br />retirement from the Sheriff's Department. Sergeant Strickland began work as <br />a Deputy Sheriff on April 1, 1981 and will retire June 30, 1999. <br /> <br /> On behalf of the Board of Commissioners, Commissioner Privette <br />presented a plaque to both Ms. Heilig and Sergeant Strickland in appreciation <br />for their service to Cabarrus County and its citizens. <br /> <br />Recoqnition of Susan Fearrinqton, Accountinq Operations Supervisor, for <br />Attaininq Certification as a Certified Local Governmental Finance Officer <br /> <br /> MS. Pam Dubois, Assistant Finance Director, recognized Ms. Susan <br />Fearrington on her certification as a Certified Local Governmental Finance <br />Officer. <br /> <br /> On behalf of the Board, Commissioner Privette presented a Certificate <br />of Recognition to Ms. Fearrington. <br /> <br />Presentation of the Award of Financial Reportinq Achievement to Pam Dubois, <br />Assistant Finance Director <br /> <br /> Mr. John Day, Deputy County Manager for Operations, reported the <br />Government Finance Officers Association of the united States and Canada had <br />awarded Cabarrus County the Certificate of Achievement for Excellence in <br />Financial Reporting for its comprehensive annual financial report (CAFR). He <br />presented the Certificate of Achievement to Ms. Pam Dubois, Assistant Finance <br />Director, who was designated as the individual primarily responsible for <br />preparing the award-winning CAFR. <br /> <br /> <br />
