The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, July 13, 1998, at 6:30 P.M. <br /> <br />Present - Chairman: Sue B. Gasper <br /> Commissioners: Jeffrey L. Barnhart <br /> Kenneth Mills <br /> Dr. Franklin C. Niblock, Jr. <br />Absent - Vice Chairman: Carolyn B. Carpenter <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, County Attorney; and Mr. Don Moorhead, Human Resources <br />Director. Mr. Moorhead recorded the minutes in the absence of the Clerk. <br /> <br />Chairman Casper called the meeting to order at 6:30 P.M. <br /> <br /> Members of Boy Scout Troop 222 of Harrisburg United Methodist Church <br />conducted the Flag Ceremony. Scouts Darrell Hall, Bryan Farmer, Brandon Clark <br />and Billy Carlson participated in the ceremony. <br /> <br /> Reverend Darrell Coble of the Parkwood Baptist Church gave the <br />invocation. <br /> <br />Approval of the Minutes <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the following minutes as written: <br />June 4, 1998 (Recessed Meeting); June 8, 1998 (Recessed Meeting); and June 15, <br />1998 (Regular Meeting). <br /> <br />Approval of the Agenda <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Niblock and <br />unanimously carried, the Board approved the agenda with the following <br />amendments: (1) Deferred New Business Item 5 (Appeal of Petition C98-06(S) <br />Highland Creek Subdivision) to August 17 at the request of the Petitioner; (2) <br />Deferred New Business Item 9 [Closed Session to Consult with Attorney <br />Regarding Pending Litigation Concerning Philip Morris as Authorized by N. C. <br />General Statute 143-318.11(a)(3)] until August 17, 1998; (3) Deferred New <br />Business Item 10 (Discussion of Capitalized Interest) until August 17, 1998; <br />and (4) Added an item to set a date for the public hearing to consider an <br />increase in the local motel/hotel tax. <br /> <br />RECOGNITION AND AWARDS <br /> <br />Presentation of Award of Financial Reporting Achievement to Pamela S. Dubois, <br />Assistant Finance Director <br /> <br /> Mr. Blair Bennett, Deputy County Manager for Administration, presented <br />the Award of Financial Reporting Achievement to Pam Dubois, Assistant Finance <br />Director. The Government Finance Officers Association of the United States <br />and Canada awarded the Certificate of Achievement for Excellence in Financial <br />Reporting to Cabarrus County for its comprehensive annual financial report. <br />Ms. Dubois was designated as the individual primarily responsible for doing <br />the work to receive the Certificate. <br /> <br />Recognition of IS/GIS Staff Members for Receiving the National Association of <br />Counties Achievement Award, North Carolina Association of County Commissioners <br />Ralph W. Ketner Productivity Award and the American Economic Development <br />Council Promotional Materials Award <br /> <br /> Ms. Debbie Brannan, Information Services (IS) Systems Manager, reported <br />the County's Internet site and Geographic Information Services (GIS) Public <br />Access application were recently selected for the following Achievement <br />Awards: (1) GIS Public Access Awards - (a) The National Association of <br />Counties 1998 Achievement Award in recognition of an innovative program which <br />contributes to and enhances county government in the United States; (b) The <br />Seventh Annual Ralph W. Ketner Employee Productivity Award. (2) Gabarrus <br />County Internet Site Award (a) The American Economic Development Council's <br />1998 Promotional Materials Award for websites that support economic <br />development.
