34 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the Midland Medical Park Building at 12925 Highway 601 South, <br />Midland, North Carolina on Monday, September 21, 1998, at-6:30 P.M. <br /> <br />Present <br /> <br />Absent - <br /> <br />Chairman: Sue B. Casper <br />Vice-Chairman: Carolyn B. Carpenter <br />Commissioners: Jeffrey L. Barnhart <br /> Dr. Franklin C. Niblock, Jr. <br />Commissioner: Kenneth Mills <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br /> Mr. John Crump, Chairman of the Midland Community Association, welcomed <br />the Board to the Midland Community. He also thanked NorthEast Medical Center <br />for the use of its facility for the meeting. <br /> <br />Chairman Casper called the meeting to order at 6:30 P.M. <br /> <br /> Scout Pack 623 of the Bethel United Methodist Church conducted the Flag <br />Ceremony. Scouts Chandler Tucker, Cameron Tucker and Chris McLain <br />participated in the ceremony. <br /> <br /> Reverend Thomas Gibbs of the First Baptist Church in Midland gave the <br />invocation. <br /> <br />APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner <br />Carpenter and unanimously carried, <br />approved as written. <br /> <br /> Barnhart, seconded by Commissioner <br />the minutes of August 17, 1998 were <br /> <br />APPROVAL OF THE AGENDA <br /> <br /> Chairman Casper listed the following additions to the Consent Agenda: E- <br />21, Ratification of the Purchase by the Cabarrus County Board of Education of <br />Property for the New Harrisburg Elementary School; and E-22, Ratification of <br />the Purchase by the Cabarrus County Board of Education of Property for the <br />new West Side High School. <br /> <br /> Mr. Hartsell asked that a matter involving the subordination of the lease <br />for the Human Services Facility be added to the Agenda. He stated the <br />lending institution has changed and the requested action is required under <br />the terms of the lease. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Barnhart <br />and unanimously carried, the Board agreed to add the subordination of the <br />Human Services Center lease as requested by Mr. Hartsell to the Consent <br />Agenda. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the agenda with the additions as <br />stated. <br /> <br />RECOGNITIONS AND AWARD~ <br /> <br />Recoanition of the Midland Volunteer Fire Depar~m~n~ for Receivina the 1998 <br />Hia~ins & Langley Memorial Award in Swiftwa~gr ResG~ from the National <br />Association of Search and Rescue - Captain Tom Billi~, Charlotte Fire <br />Department <br /> <br /> Captain Tom Billig of the Charlotte Fire Department reported the Midland <br />Fire and Rescue received the 1998 Higgins and Langley Memorial Award for <br />outstanding achievement in the field of Swiftwater Rescue from the National <br />Association of Search and Rescue. He explained that the department's first <br />swiftwater rescue took five hours to complete with the assistance of a <br />military helicopter. However, after extensive swiftwater training, the <br />department completed its next swiftwater rescue in 55 minutes. <br /> <br /> Chairman Casper expressed the Board's appreciation to the Midland Fire <br />and Rescue members for their service to the community. Commissioner <br />Carpenter presented a Certificate to Chief Allen Burnette commending the <br />Midland Fire and Rescue for receiving the national award. The Board also <br />recognized the following members of the department present for the meeting: <br /> <br /> <br />
