69 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, April 16, 1996, at 6:30 P.M. <br /> <br />Present <br /> <br />Chairman: Jeffrey L. Barnhart <br />Vice-Chairman: Arne L. Fennel <br />Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Girl Scout Junior <br />Troop 37. Scouts participating in the ceremony were Elizabeth Fudge, Brandy <br />Clontz and Katie Foster. <br /> <br /> The invocation was given by Reverend Mike Farley of the West Concord <br />Baptist Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Fennel and <br />unanimously carried, the minutes of April 4, 1996 were approved as written. <br /> <br />Approval of Agenda <br /> <br /> The Plantation Pipeline Relocation Oversight Services proposal by HDR <br />Engineering was added to the agenda. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Fennel and <br />unanimously carried, the agenda was approved as amended. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Budget Amendment - Public Health (Environmental Health/Food & Lodging Grant} <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF PUBLIC HEALTH <br />AMOUNT: $5,211.18 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Receipt of DEHNR / Food & Lodging Funds for 100% compliance <br />of inspections.
