112 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 17, 1996, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. David <br />Williams, Associate with Hartsell, Hartsell, Spainhour and Sharp, P.A.; and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:35 P.M. <br /> <br /> The Flag Ceremony was conducted by Boy Scout Troop 38 of Poplar Tent <br />Presbyterian Church. Scouts participating in the ceremony were Chris Wright, <br />Patrick Flanary, John Shepherd, Ben Tulowitzky and Zach Godfrey. <br /> <br /> The invocation was given by Reverend Larry Pittman of McKinnon Presbyterian <br />Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Casper and <br />unanimously carried, the minutes of June 11, 1996 (Special Meeting) were approved <br />as written. <br /> <br />Approval of Agenda <br /> <br /> Mr. Clifton requested the addition of the following two items to the <br />agenda: (1) Interim Operation Agreement for the Coddle Creek Reservoir; and (2) <br />Duke Power Right-of-Way for Service to Plantation Pipeline Facilities. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the agenda as amended with the addition <br />of the two items listed above. <br /> <br />Presentation of Award of Financial Reporting Achievement to Ms. Pamela S. Dubois, <br />Assistant Finance Director <br /> <br /> Commissioner Niblock read the news release announcing that the Government <br />Finance Officers Association of the United States and Canada had awarded the <br />Certificate of Achievement in Excellence in Financial Reporting, the highest form <br />of recognition in the area of governmental accounting and financial reporting, <br />to Gabarrus County for its comprehensive annual financial report. Chairman <br />Barnhart presented the Association's Award of Financial Reporting Achievement to <br />Ms. Pamela S. Dubois, Assistant Finance Director, who had been designated as the <br />individual primarily responsible for the preparation of the financial report. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Resolution Authorizing Submission of the Elderly and Disabled Transportation <br />Assistance Program (EDTAP) Grant Application <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the execution of the following Certified <br />Statement required for the Elderly and Disabled Transportation Assistance Program <br />grant application. <br /> <br />CERTIFIED STATEMENT <br /> <br />Pursuant to G.S. 136-44.27, the North Carolina Elderly and Disabled <br />Transportation Assistance Program, this is to certify that the <br />undersigned is the duly elected, qualified and acting chairperson of <br />the Board of County Commissioners of the County of Cabarrus, North <br />Carolina, and that the following statements are true and correct: <br /> <br />That the funds received pursuant to G.S. 136-44.27 will be <br />used to provide additional transportation services for the <br /> <br /> <br />
