357 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, March 20, 1995, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Dr. Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager, and Mrs. Frankie <br />F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Girl Scout Troop 259 <br />of Center United Methodist Church. Scouts participating in the ceremony included <br />the following: Erin Meares, Amber Cline, Tiffany Cline, Jenna Mills, Nicole <br />Hurley, and Amber Caudle. <br /> <br />The invocation was given by Major Samuel Bivans of The Salvation Army. <br /> <br />Approval of Agenda <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the agenda was approved as submitted. <br /> <br />NEW BUSINESS <br /> <br />Recognition of Child Support Division of the Department of Social Services <br /> <br /> Mr. Jim Cook, Social Services Director, introduced Ms. Carole Allen, State <br />Consultant with the Child Support Program. <br /> <br /> Ms. Allen presented the local Child Support Division two Achievement Awards <br />from the North Carolina Child Support Enforcement Program for exceeding assigned <br />collection and performance goals during Fiscal Year 1993-94. The division <br />collected $3,011,954.00 which exceeded the assigned collections goal by 124 <br />percent. The division total for enforcement of court orders was 2301 which <br />exceeded the division goal by 692 and represented the largest percentage increase <br />in the state. <br /> <br /> Local staff members accepting the awards were Ms. Kathy Arundell, Ms. <br />Olivia Jones, Ms. Linda King and Mr. Randy McWaters. <br /> <br />UNFINISHED BUSINESS <br /> <br />Change Order L-2 - Muddy Creek Wastewater Treatment Plant - Mr, Paul Watson <br /> <br /> Mr. Paul Watson, Engineer with HDR Engineering, reviewed the proposed <br />Change Order L-2 for the Muddy Creek Wastewater Treatment Plant Project. The <br />interceptor can be placed through the existing box culvert under US 601 at an <br />estimated cost savings of approximately $12,000.00. However, Mr. Watson <br />recommended that the County continue to pursue the US 601 crossing as a tunnel. <br />In regards to the use of the culvert, he expressed such concerns as additional <br />time delays and potential exposure to the interceptor to damage during high creek <br />flow conditions. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved Change Order L-2 with R. F. Shtnn <br />Contractor, Inc. in the total amount of $55,878.10 for the Muddy Creek project. <br /> <br /> Chairman Barnhart asked Mr. Watson to contact Department of Transportation <br />officials to set up a meeting to expedite the encroachment permit for the tunnel <br />under US 601. <br /> <br /> <br />
