366 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Tax Assessor's Conference Room at the Gabarrus County Governmental <br />Center in Concord, North Carolina on Monday, March 27, 1995, at 5:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Dr. Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. John Day, <br />Budget Officer/Area Manager; Mr. Don Moorhead, Personnel Officer; and Mrs. <br />Frankte F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart was absent for the beginning of the meeting. In his <br />absence, Vice-Chairman Fennel called the meeting to order at 5:40 P.M. Chairman <br />Barnhart arrived at 5:45 P.M. and presided over the remainder of the meeting. <br /> <br />Emergency Medical Services <br /> <br /> Present to discuss the Emergency Medical Services (EMS) Program were Mr. <br />Aubrey Attkisson, EMS Director; Mr. Ron Harwood, Operations Manager; and Mr. <br />David Hampton, Training Officer. <br /> <br /> Mr. Harwood presented an overview of the strUcture and function of the EMS <br />Department. The department currently operates five ambulances and two Quick <br />Response Vehicles (QRV) in the county. <br /> <br /> Mr. Hampton described the training function of EMS and his responsibilities <br />as Training Officer. A total of 863 students were trained by EMS during 1994, <br />including all ~MS personnel and first responders in the county. <br /> <br /> Mr. Attkisson discussed continuing efforts by the department to reach the <br />goal of an average response time of eight (8) minutes. He pointed out that the <br />placement of the QRVin the Midland community had decreased the average response <br />time in that area from 14.8 minutes to 6.2 minutes. However, a large number of <br />calls in the Kannapolis and Concord areas continue to have a response time over <br />eight (8) minutes. In order to address this problem, Mr. Attkisson reported <br />that he has requested the placement of an ambulance in the Kannapolts area in the <br />FY 1996 budget. Also, an increase in part-time salaries has been requested to <br />alleviate staffing problems and enable employees to take off vacation time they <br />are earning when they need to take it. <br /> <br /> Commissioner Niblock commented on the tremendous improvement in services <br />provided by EMS over the past several years. Also, Board members expressed <br />appreciation for the work performed by EMS personnel. <br /> <br />Parks and Recreation Department <br /> <br /> Mr. Steve Little, Director of Parks and Recreation, introduced the <br />following persons who were present for the discussion regarding the Parks and <br />Recreation Department: Mr. Tom Lewis, Chairman of the Parks and Recreation <br />Commission; Mr. Sal Corrente, member of the Commission; and Ms. Londa Strong, <br />Assistant Director of the Department. <br /> <br /> Mr. Little presented an overview of the operation of the Parks and <br />Recreation Department, Frank Liske Park, and Bakers Creek Park. <br /> <br /> Ms. Strong presented information regarding the following Parks and <br />Recreation programs: Matching Incentive Grants; Youth Athletics; Adult <br />Athletics; Special Olympics; Senior Games; Special Events; Classes/Workshops; and <br />Public Relation/Marketing. <br /> <br /> There was lengthy discussion regarding the Youth Athletic Program, <br />specifically the level of funding by the County. There were varying opinions <br />regarding Commissioner Casper's proposal to increase fees to make the program <br />self-supporting with scholarships for those who cannot afford the increased entry <br />fee. <br /> <br /> <br />
