368 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, April 3, 1995, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman:. Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Dr. Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 6:30 P.M. Commissioner <br />Olio-Mills was absent for the beginning of the meeting. <br /> <br /> The Presentation of Colors was conducted by Brownie Troop 128 of the Saint <br />James Lutheran Church. Troop members participating in the ceremony included <br />Jessica Eudy, Mandy O'Daniel, Kayla Christy and Alicia Aeby. <br /> <br /> The invocation was given by Reverend Alan Queen of the Springdale Church <br />of the Nazarene. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Barnhart with <br />Commissioners Casper, Fennel and Niblock and Chairman Barnhart voting for, the <br />minutes of January 17, February 2 and 3, February 6, February 18, February 20, <br />February 25, March 3, and March 6, 1995 were approved as written. <br /> <br />Approval of the Agenda' <br /> <br /> Mr. Witherspoon asked for the addition of a closed session pursuant to G.S. <br />143-318.11 (a)(4) to discuss a matter relative to the location and expansion of <br />a business in Cabarrus County. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Chairman Barnhart and Commissioners Fennel, Casper, and Niblock voting for, the <br />Board approved the agenda as amended with the addition of the closed session as <br />requested by Mr. Witherspoon. <br /> <br />UNFINISHED BUSINESS <br /> <br />Appointments "Our Region Tomorrow" Project Task Forces (3) <br /> <br /> Chairman Barnhart nominated Mr. Jack Lanning, Vice-President of External <br />Affairs for Rowan-Cabarrus Community College, for appointment to the Workforce <br />Preparation Task Force. He further nominated Mr. John Murdock III, Executive <br />Director of the Water and Sewer Authority of Cabarrus County, for appointment to <br />the Infrastructure Task Force. Commissioner Fennel nominated Mr. Maurice Ewing, <br />Executive Vice President of the Greater Cabarrus County Economic Development <br />Corporation, for appointment to the Cohesiveness and Collaborative Action Among <br />Jurisdictions Task Force. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Chairman Barnhart and Commissioners Fennel, Casper and Niblock voting for, the <br />Board aPpointed the following persons by acclamation to the three task forces for <br />the "Our Region Tomorrow" project. <br /> <br />Mr. Jack Lanning - Workforce Preparation <br />Mr. John Murdock III - Infrastructure <br />Mr. Maurice Ewing Cohesiveness and Collaborative Action Among <br /> Jurisdictions <br /> <br />NEW BUSINESS <br /> <br />Financing for the Midland Volunteer Fire Department, Inc, to Acquire New Fire <br />Truck and Related Equipment Public Hearing 6:30 P.M, <br /> <br /> <br />
