434 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissionerst Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 5, 1995, at 6:30 P.M. <br /> <br />Present <br /> <br />Absent <br /> <br />Chairman: Jeffrey L. Barnhart <br />Vice-Chairman: Arne L. Fennel <br />Commissioners: Sue B. Casper <br /> Kenneth Olio-Mills <br />Commissioner: Dr. Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Troop 259 of the <br />Center United Methodist Church. Scouts participating in the ceremony were <br />Kristin Bostic, Amy Cagle, Nicole Hurley, Magen Stewart, and Samantha Ingram. <br /> <br /> The invocation was given by Reverend Peter Hale of the Poplar Tent <br />Presbyterian Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills <br />with Commissioners Fennel, Olio-Mills, and Casper and Chairman Barnhart voting <br />for, the minutes of May 8, May 11, May 15, May 17, and May 22, 1995 (pages 405 - <br />433) were approved as written. <br /> <br />Approval of the Agenda <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Chairman Barnhart and Commissioners Fennel, Casper and Olio-Mills voting for, the <br />Board approved the following additions to the agenda: (1) Discussion regarding <br />data access charges to government and related agencies; (2) Discussion of <br />legislation relative to the Landfill; (3) Discussion of travel for two Board <br />members relative to the schools; and (4) Discussion of the Annual Contract for <br />the Weatherization Assistance Program. Further, the Board voted to delete the <br />following items from the agenda: Item 2 regarding the sale of County vans and <br />conversion of County vans and Item 6 concerning the award of the contract for the <br />Fiscal Impact Analysis and Growth Financing Plan. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills <br />with Commissioners Fennel, Olio-Mills and Casper and Chairman Barnhart voting <br />for, the Board voted to delete Items 10, 11, 12, and 14 regarding appointments <br />to the Cabarrus-Rowan Park Commission, Transportation Advisory Board, Mt. <br />Pleasant Planning Board and Board of Adjustment, and the Poplar Tent <br />Beautification District Advisory Commission. <br /> <br />Mr. Witherspoon asked for the addition of a personnel matter to the agenda. <br /> <br /> UPON MOTION of Commissioner Olio-Mills, seconded by Commissioner Fennel <br />with Commissioners Olio-Mills, Fennel and Casper and Chairman Barnhart voting <br />for, the Board voted to add a personnel matter to the agenda. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Proclamation - National Safety Week <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Olio-Mills with <br />Chairman Barnhart.and Commissioners Olio-Mills, Casper and Fennel voting for, the <br />Board adopted the following Proclamation. <br /> <br />WHEREAS, <br /> <br /> CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> PROCLAMATION <br /> NATIONAL SAFETY WEEK <br /> 1995 <br />June 4-10, 1995, has been declared "National Safety <br />Week" by the American Society of Safety Engineers; and <br /> <br /> <br />
