<br /> The Board of Commissioners for the County of Cabarrus met in recessed
<br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental
<br />Center in Concord, North Carolina on Monday, June 12, 1995, at 5:30 P.M.
<br />

<br />Chairman Barnhart called the meeting to order at 5:30 P.M.
<br />
<br /> Members of the Cabarrus County Board of Education and the Kannapolis City
<br />Board of Education were also present for the meeting. Mr. Gary Hahn, Chairman
<br />of the Cabarrus Board of Education, and Mr. Lee Efird, Chairman of the Kannapolis
<br />Board of Education, called the respective boards of education to order.
<br />
<br /> Mr. John Day, Budget Officer/Area Manager, presented a report from the
<br />Education Summit Planning Task Force. A group of school and civic leaders began
<br />meeting last August at the request of Chairman Barnhart to discuss the value of
<br />convening a community education summit. These discussions led to the formation
<br />of the Education Summit Planning Task Force consisting of members representing
<br />a broad cross section of the county population. The Task Force began meeting in
<br />September to develop the purpose and the format for the Education Summit. The
<br />Summit will be held as a series of town meetings designed to develop community
<br />consensus regarding school issues, increase knowledge of the school systems, and
<br />to generate interest among citizens to become school volunteers. To assist with
<br />the development of a format, the Task Force asked the Urban Institute of the
<br />University of North Carolina at Charlotte to conduct a scientific survey covering
<br />a broad range of issues concerning the schools. The results of the survey will
<br />be presented at the Summit followed by break-out groups for the participants to
<br />discuss, prioritize and suggest plans of action for specific issues. The results
<br />of these sessions will be reported back to the reassembled group and the Task
<br />Force will compile the results in a report to be presented to the Board of
<br />Commissioners and the two school boards. The three education summits will be
<br />held as follows: September 18 A.L. Brown High School; September 21 - Concord
<br />Middle School; and September 25 - Central Cabarrus High School. A Kick-Off Rally
<br />for the Summit will be held on September 12 at A. L. Brown High School.

<br /> Chairman Barnhart expressed appreciation to the following persons for their
<br />participation on the Task Force: Betty Babb, Jessie Blackwelder, Ellen Boyd, Don
<br />Buckley, Dr. JoAnne 'Byerly, John Day, Lee Efird, Tim Foley, Mitchell Hartsell,
<br />Gene Jordan, Paul Lentz, Frances Long, Martha Macon, Bob Melton, Charles
<br />Mitchell, Grace Mynatt, Reverend Clary Phelps, Glenda Poole, Reverend John D.
<br />Poole, Richard Price, Bob Query, Tony Scott, Susan Smith, Alan Stafford, Greg
<br />Stewart, Dr. Ed Tyson, Lewis Williams, Dr. Harold Winkler, and John Witherspoon.

<br /> Ms. Jane Miles of the Urban Institute of the University of North Carolina
<br />at Charlotte presented the findings of a telephone survey conducted in February
<br />and March of 1995 of 460 residents of the Cabarrus County School District and 267
<br />residents of the Kannapolis School District. According to Ms. Miles, the purpose
<br />of the survey was to measure public opinion concerning a variety of subjects
<br />relating to the local public schools and Rowan-Cabarrus Community College. The
<br />survey included questions regarding school performance ratings, programmatic and
<br />scheduling changes, school safety, capital needs, school financing, options for
<br />the Kannapolis School District, and Rowan~Cabarrus Community College. Ms. Miles
<br />reviewed the responses to each of the questions included in the survey as well
<br />as demographic information. In summary, Ms. Miles explained that the survey
<br />results showed that, in general, area citizens are pleased with their local
<br />public schools but are divided in ~heir opinions about future programs and
<br />funding options.

<br /> Chairman Barnhart recessed the meeting of the Board of Commissioners at
<br />6:25 P.M. The meetings of the two schools boards were also recessed.
<br />
<br /> Chairman Barnhart reconvened the meeting of the Board of Commissioners in
<br />the Multi-Purpose Room at 6:45 P.M. Ail members were present along with Mr. John
<br />Day, Budget Officer/Area Manager; Mr. Don Moorhead, Personnel Director; and Mrs.
<br />Frankie F. Bonds, Clerk to the Board.
